More than 1.2 billion pages of public records are being digitized with Recovery Fund resources

Joint Press Release of the Ministry of Digital Governance, the Ministry of Education, Religious Affairs and Sports, the Ministry of Health, the Ministry of Infrastructure and Transportation, the Ministry of Justice, the Ministry of Migration and Asylum and the Ministry of Maritime Affairs and Insular Policy

With resources from the National Recovery and Resilience Plan Greece 2.0, the Ministry of Digital Governance, in collaboration with the Ministry of Education, Religious Affairs and Sports, the Ministry of Health, the Ministry of Infrastructure and Transportation, the Ministry of Justice, the Ministry of Migration and Asylum and the Ministry of Maritime Affairs and Insular Policy, is implementing the Action “Digitization of State Archives”. With a budget of 590 million euros from the Recovery and Resilience Fund, (now 161 million euros VAT from national resources), it is one of the largest archival material digitization projects, consisting of more than 1.2 billion pages to incorporate into new integrated information systems .

This is a flagship Action, which will improve the service to citizens and businesses in key areas of Public Administration, such as Justice, Health, Cadastre, urban planning, migration and asylum, etc. Access to digitized records will increase the efficiency and speed of public services, reducing paper and digital bureaucracy. In addition, there will be significant cost and resource savings, and transparency and case management will be enhanced.

The Action consists of 8 distinct archive digitization sub-projects:
  • Digitization of data archives of the Ministry of Justice implemented by Information Society SA, in 368 Courts and Prosecutor’s Offices, 300 million pages of archives, with a budget of 78 million euros
  • Digitization of the archives of the Public Health System implemented by Information Society SA, in 127 Hospitals, 190 million pages of hospital archives, with a budget of 95 million euros
  • Digitization and development of an integrated information system for the management, preservation, disposal and highlighting of the archives kept in the General State Archives implemented by Information Society SA acting as implementing body, 55 million. pages of historical, administrative and cultural State archives, with a budget of 24 million euros
  • Digitization of the archives of the immigration and asylum system – Modernization of the file management system of Third Country Citizens, 80 million pages, with a budget of 22 million euros
  • Design, implementation and placing in service of an Integrated Geographical Information System of a Unified Digital Map of Expropriations and Claims of the country – e-apallotriosis, 4 million pages, with a budget of 19 million euros
  • Digitization of Urban Planning Information Files implemented by the Technical Chamber of Greece (TEE), in 240 Urban Planning Offices, 3.5 million building permits that include 44 million plans and their integration into the Unified Digital Map, with a budget of 112 million euros
  • Digitization of mortgage registry files for the Cadastre, in 390 mortgage registries, 600 million pages of title deeds and documents, with a budget of 198 million euros. In addition, a sub-project aimed at Improved Electronic Cadastre Services is included. It concerns a set of actions to upgrade the digital infrastructure of the Hellenic Cadastre with a budget of 12 million euros
  • Digitization of the archives of the Ministry of Maritime Affairs and Insular Policy  implemented by Information Society SA – Modernization of maritime procedures and services, 7 million pages of archives, with a budget of 4 million euros
Also, the following 2 supporting projects are financed through the Action:
  • Secure storage of physical records of the public and “wider” public sector implemented by Information Society SA,  – The aim is the safe and efficient management (e.g. transfer, recording, archiving, secure storage) of public bodies records, 1.4 million file-boxes, with a budget of 32 million euros
  • Earth Observation Satellite Tasking Service of the Hellenic Space Center (HSC) – Integrated system of access to Earth observation satellite data and support for various applications of the wider Public Sector, with a budget of 2.6 million euros.
