Connection to the digital world, with ultra-high speeds, through the Smart Readiness and Gigabit Voucher programmes

Screenshot_2025-02-10_123955-removebg-previewAiming at the acquisition of high-speed broadband connections and the promotion of digital transformation in Greece, the “Information Society SA” (Information Society S.M.S.A.) is implementing two innovative programmes, Smart Readiness and Gigabit Voucher. These programmes form the core of the Ministry of Digital Governance’s strategy for the digital upgrading of the country and are implemented under the National Recovery and Resilience Plan Greece 2.0, with funding from the European Union – NextGenerationEU, and enhance the creation of modern digital infrastructure, access to high-speed broadband services, as well as the “smart readiness” of buildings.

The “Smart Readiness” programme subsidises the installation of fibre optic networks in buildings, facilitating the provision of high-speed broadband services, while supporting the installation of infrastructure for the future interconnection of smart utility meters.

The subsidy is calculated on the basis of the number of floors and the categories of work:

Applications for vouchers must be submitted by 30 June 2025 and redemption is completed by 31 October 2025.

It is clarified that the installer’s work does not oblige the Manager or the tenants to enter into a contract with a specific provider.

Geographical Coverage

The programme covers buildings within areas with existing or planned broadband infrastructure supporting 1 Gbps speeds. Also included are buildings within 1,000 metres of these areas. Coverage maps are constantly updated by providers as they expand their networks.

Gigabit Voucher Programme

Following the installation of vertical fibre optic cabling, the “Gigabit Voucher” programme comes to subsidise the cost of installing horizontal cabling, terminal equipment and activation for speeds of 250 Mbps and above. It provides vouchers worth €200, which cover part of the connection and the monthly subscription for the first 24 months.

Applications must be submitted by 30 September 2025 for households and 15 September 2025 for small and medium-sized enterprises (including traders). The redemption of the vouchers expires on 31 October 2025.

Combined Value of Programmes and Benefits for Beneficiaries

The combined implementation of the two programmes accelerates the transition to the digital era, offering significant benefits for households and businesses.

Smart Readiness upgrades buildings with ultra-high-speed networks, turning them into “smart” buildings. The Gigabit Voucher then leverages the infrastructure for connections of at least 250 Mbps, reducing the cost of connection and subscription with 200 EUR vouchers.

The two programmes combine to meet the following needs:

  • Improved Connectivity: The installation of fibre optics through Smart Readiness creates the necessary infrastructure for the high-speed services of the Gigabit Voucher.
  • Economic Relief: Connection and subscription costs are significantly reduced through vouchers, making these services accessible to more citizens and businesses.
  • Modernisation of public utility infrastructure: Support is provided for the installation of infrastructure for the interconnection of smart meters (electricity, gas) without additional work by the managers, as well as sensors for the safety and energy efficiency of the building (e.g. boiler room, elevator).
