Joint Press Release of the Ministry of National Economy and Finance and the Ministry of Digital Governance with the IAPR (Independent Authority for Public Revenue).

The application process for “Digital Transactions B” Programme, implemented by the Ministries of Economy and Finance, Digital Governance and the Independent Authority for Public Revenue (IAPR), was completed with a remarkably high participation. The aim of the Programme is to strengthen small and medium-sized enterprises through the adoption of modern digital invoicing tools and electronic transactions.

“Digital Transactions B” Programme is part of ”Digital Transformation of SMEs” Action and it is financed through resources of the Recovery and Resilience Facility. With a €61.2 million budget, it enables the acquisition of new digital tools through vouchers, covering critical needs such as the supply of POS, electronic invoicing, the upgrading of cash register systems, the replacement of tax mechanisms, as well as technical support for secure and interconnected transactions.

A total of 151,469 applications were submitted between 23 June and 30 September 2025, at the following categories:

  • Category 1 (Supply of new or replacement of existing EFT/POS machines): 53,562 applications
  • Category 3 (Access to electronic invoicing & billing software services): 38,372 applications
  • Category 4 (Upgrade of FTM & ADIME systems for interconnection with EFT/POS machines): 7,420 applications
  • Category 5 (Procurement of new cash register system or replacement of existing EAFDSS and non-upgradable FTM & ADIME): 22,754 applications
  • Category 6 (Supply of a new cash register system or replacement of a cash register (FTM or ADIME or EAFDSS), especially for catering businesses): 5,963 applications
  • Category 7 (Upgrades, software enhancements and technical support for interconnected POS machines): 23,398 applications

The massive participation highlights the importance of practical support for the modernisation of SMEs, which is a crucial prerequisite for increasing productivity, enhancing transaction security and ensuring tax compliance.

The implementing entity of “Digital Transactions B” Programme is the ‘Information Society’ (Information Society SA), the central hub for the development and implementation of digital transformation projects of the Ministry of Digital Governance.
