The Joint Ministerial Decision and the amendment thereto have been published in the Greek Government Gazette under Nos 11562/15.06.2026 and 12354/24.06.2026 respectively, containing all the details of the Ministry of Tourism’s “Tourism for All” Program for the years 2026–2027, including the implementing body of the program which is Information Society S.M.S.A.

The “Tourism for All 2026-2027” program of the Ministry of Tourism, in cooperation with the Ministry of Economy and Finance, the Ministry of Development and the Ministry of Digital Governance, aims to directly boost domestic tourism activity and is part of the Government’s broader strategy to support Greek households and businesses against the effects of the global inflationary crisis.

The Program will be implemented in two phases. Phase A will run until 30 June 2027 and Phase B until 31 December 2027. The start date of each phase is defined as the date on which the digital debit cards are activated, depending on the period (low/high season) selected by the beneficiary during the application process.

Through the Program, beneficiaries can issue a digital debit card, which they can use for their stay in any hotel or accommodation in the country they choose.

The “Tourism for All 2026–2027” Program is an upgraded version of its previous cycles, as it introduces broader financial eligibility criteria for participants and special provisions for people with disabilities, as well as for those with four or more dependent children.

Specifically:

Beneficiaries Selected by Lottery Draw in Phase A

• The amount of €200 per beneficiary during the period of high tourist demand (from the date of issue of the card up to and including 30.09.2026 and from 01.05.2027 up to and including 30.06.2027) or €300 during the period of low tourist demand (from 01.10.2026 up to and including 30.04.2027),

• The amount of €300 during the period of high tourist demand (from the date of issue of the card up to and including 30.09.2026 and from 01.05.2027 up to and including 30.06.2027) or €400 during the period of low tourist demand (from 01.10.2026 up to and including 30.04.2027) to natural persons:
  • Unmarried or widowed with dependent children, based on the last cleared Personal Income Tax Return 2024 at the time of submission of the application,
  • Married or parties to a cohabitation agreement with three or more dependent children, based on the last cleared joint or separate Personal Income Tax Return 2024 at the time of submission of the application. It is noted that the existence of the above number of children may be invoked once for the purpose of receiving the increased aid.
  • Pensioners of all Funds with a final decision on the award of a pension due to old age until 31.12.2025, who meet the conditions set out in the relevant Joint Ministerial Decision and invitation.
• The amount of €400 during the period of high tourist demand (from the date of issue of the digital debit cards up to and including 30.09.2026 and from 01.05.2027) up to and including 30.06.2027) or €600 during the period of low tourist demand (from 01.10.2026 up to and including 30.04.2027) for persons with a certified disability rate of 67% or higher and beneficiaries with children with a certified disability rate of 67% or higher based on a Decision in force on the date of submission of the application.

Beneficiaries selected by lottery draw across all categories with four or more dependent children shall receive an additional subsidy of fifty (50.00) euros per child, from the fourth child onwards.

Beneficiaries Selected by Lottery Draw in Phase B

The lists of final beneficiaries for Phase B will be drawn up in accordance with the available budget for the year 2027 from the lists of those not selected in Phase A, in the order of the draw and for the period specified in the application, while the start date of Phase B will be announced on the program’s website. The subsidy amounts per period shall remain the same for Phase A and Phase B.

In addition, the digital card of the Tourism for All 2026-2027 program offers:

• Contactless payment and redemption of the amount of the digital debit card at any accommodation provider (hotels, accommodation, etc.) and at any destination in the country, without geographical restrictions.

• Immediate reimbursement of providers, which puts an end to waiting and lengthy bureaucratic procedures.

• The amount may be spent in a lump sum or in instalments, depending on the card usage period selected (high/low) up to 30.06.2027 (for beneficiaries selected in Phase A), in order to also support the choice of holidays outside the high tourist season. Specifically:

– For beneficiaries selected through the lottery draw, who have opted for the high season card, the amount may be spent in a lump sum or in instalments from the date on which the digital cards are activated up to and including 30.09.2026 and from 01.05.2027 up to and including 30.06.2027

– For beneficiaries selected through the lottery draw, who have opted for a low season card, the amount may be spent in a lump sum or in instalments from 01.10.2026 up to and including 30.04.2027

  

APPLICATION PERIOD

Applications must be submitted either directly through the online application platform (https://vouchers.gov.gr/tourism4all-2026-2027) via the Single Digital Portal of the Public Administration, or in person at a Citizens’ Service Center (KEP).

START: 5 AUGUST 2026 AT 12:00 PM END: 21 AUGUST 2026 AT 23:59:59 PM as follows:

From (DAY 6) 10 August up to and including 21 August (FINAL DAY), submissions are open for all TINs (either via the vouchers.gov.gr digital platform or through a KEP).

Who is the “Tourism for All 2026-2027” Program aimed at?  

Potential beneficiaries of the “Tourism for All 2026-2027” Program are adult natural persons, who are tax residents of Greece, have submitted a final Personal Income Tax Return by the deadline for submission of returns for the tax year 2024, which has been cleared by the final date for submission of applications and their annual family income falls within the income criteria (annual individual/family income) set out in the table below. Annual family income is the total annual taxable actual or imputed income, as well as the exempt or special taxable income of the taxpayer, his/her spouse and dependent children, from any source. The above income does not include any disability allowance of the beneficiary or his/her dependants which is exempt from tax. Regardless of income criteria, the following individuals may apply to the “Tourism for All 2026–2027” Program:• persons with disabilities holding a valid decision certifying a total disability rating of 67% or higher on the date of application submission;• potential beneficiaries with children with disabilities, provided they hold a valid decision certifying the child has a total disability rating of 67% or higher on the date of application submission. Moreover, to be eligible, applicants must have filed their final 2024 Personal Income Tax Return by the statutory deadline, and the return must be cleared by the application closing date.

For beneficiaries with more than 7 children, the amounts are increased by 5,000 per child

For the purposes hereof, a child is defined as any natural, legally recognized or adopted child and, in general, any child of whom the beneficiary has parental care and custody.

All family members who have a Tax Identification Number and meet the income criteria of the Program are eligible to apply. People classified as having a disability may apply regardless of income criteria, provided they hold a valid disability certificate.

Applications from people with disabilities who are selected through the lottery draw but whose disability certification cannot be cross-checked via the interoperable system will be assessed as general category applications, and the supporting documents will be assessed at a later stage.

 

Are there any categories of citizens ineligible for the “Tourism for All 2026-2027” Program?

The following are not considered beneficiaries of the “Tourism for All 2026-2027” Program:

(a) those selected as beneficiaries under DYPA’s Social Tourism Program for the period 2026-2027 regardless of whether they have used the benefit or not; and

(b) those selected in the third cycle of the “Tourism for All 2022–2025” Program, i.e. the “Tourism for All 2025” Program, regardless of whether they used the benefit or not. This exclusion does not apply to individuals who participated in the Program under the category of persons with disabilities, or as parents of a child with a certified disability rate of 67% or higher on the date of the application submission.

 

How and when to apply for the “Tourism for All 2026-2027” Program? 

Applications must be submitted following a relevant announcement on the Ministry of Tourism’s website (www.mintour.gov.gr), the Implementing Body’s website (www.ktpae.gr), and on the Program’s website vouchers.gov.gr/tourism4all-2026-2027.

To log in to the application submission system, the potential beneficiary must first have registered with the National Communication Register (EMEp), having provided a mobile phone number, so that they can complete the two-step authentication process, which requires them to enter the unique verification code (One-time password -OTP) sent to the mobile phone number they have registered with EMEp. A prerequisite for inclusion in the Program is to submit an application in time in the relevant Application using the credential codes of the General Secretariat for Public Administration Information Systems (taxisnet) on the website vouchers.gov.gr/tourism4all-2026-2027.

• The applicant shall choose between a General Application and an Application for Persons with Disabilities (PwD) (this applies to applications where the applicant or their dependent child claims a disability status with a total disability rating of 67% or higher).
• Next, in both cases (General or PwD Application), the applicant should enter his/her contact details in the relevant fields; in particular his/her email address and mobile phone number, which should then be authenticated. Mobile and e-mail details will need to be confirmed according to the application instructions.

• The applicant shall choose whether they wish to use the intangible digital card during the low season with an increased subsidy (valid from October up to and including April, depending on the group to which the applicant belongs) or during the high season (valid from May up to and including September) receiving the corresponding amount.

Please note that the card can only be used during the periods related to the period selected during the application.

• The applicant shall select the financial institution from which the digital debit card will be issued and applies for its issuance and the crediting of the relevant amount on it.

• If the applicant or a dependent member of his/her family is disabled at a rate of 67% or more according to the data of the Income Tax Return for the tax year 2024, in which case he/she is entitled to an increased subsidy, he/she can choose from a rolling list of A.M.K.A./P.A.M.K.A./P.A.A.Y.P.A. either the applicant himself/herself, if he/she is disabled, or his/her dependent family member with disability status. For this purpose, the box next to the text “Existence of a disability of 67% or more of the obligor and/or his/her children, as declared during the submission of the tax return for the year 2024” must first be selected. If the applicant does not select A.M.K.A./P.A.M.K.A./P.A.A.Y.P.A. Disabled persons, the application will not be considered for an increased subsidy in this respect.
• If the applicant is a retiree from any fund with a final decision awarding an old-age pension issued by 31.12.2025, they must select the checkbox next to the text “Retiree from any fund with a final decision awarding an old-age pension issued by 31.12.2025”. If this option is not selected, the application will not be considered for an increased subsidy in this respect.

• By ticking the relevant box, the applicant declares solemnly that they have not been selected as a beneficiary under DYPA’s Social Tourism Program for the period 2026-2027, regardless of whether or not they have used the benefit, or under first and second cycle of the “Tourism for All for the years 2022-2025” Program, i.e. the “Tourism for All 2025” Program, regardless of whether or not they have used the benefit (these Programs are explicitly mentioned in the relevant screen of the application).
• The applicant also declares solemnly that the amount of money eventually credited to the digital debit card will be used exclusively to cover the accommodation expenses of him/her and the beneficiary family members and accepts that it is not possible to transfer the amount of money to a third party or withdraw it. Finally, it certifies the accuracy of the data provided and consents to the processing of the application data, as well as the data available from AADE and EFKA for the processing of the Application and calculation of the subsidy. Furthermore, the applicant solemnly declares that they are aware that this application constitutes a solemn declaration under Article 8 of Law 1599/1986 (Government Gazette, Series I, No 75) regarding the accuracy of the information contained therein, and that any false statement or factual discrepancy may, in addition to financial penalties, result in criminal prosecution.

• After completing the application form, it is necessary to submit the application by clicking on the green “Submit” button. 

Alternatively, the interested party can apply for participation in the “Tourism for All 2026-2027” Program at the Citizens’ Service Centers (KEP) either in person or by authorising a representative. It is possible for all stages of the procedure to be carried out by a certified official through the CSCs.

 

Attention!

If an Application is successfully entered into the Program application vouchers.gov.gr/tourism4all-2026-2027 and is placed in the “SUBMITTED” status, it can be deleted and a new one can be submitted until the deadline of the application period. In any case, after the completion of the processing procedure, the application must be resubmitted by clicking on the green “Submit” button. 

 

How do I declare that I belong to the categories of beneficiaries receiving an increased subsidy?  

There are two categories that require specific action within the application: The first category involves persons with disabilities (see above), while the second concerns applicants who hold the status of an old-age pensioner (see above). To determine marital status, the number of children and compliance with the income criteria, which may affect the amount of the subsidy, the Program’s information system interfaces with the relevant registers maintained by the Independent Authority for Public Revenue (IAPR) via web services provided by the Interoperability Center. These data are considered final and cannot be modified during the application period.

If the applicant is entitled to an increased subsidy, a Table within the application will inform him/her of the status under which the amount he/she will receive if and when he/she is drawn. In the case of a beneficiary who meets the requirements of more than one of the categories entitled to an increased subsidy, the application will be classified in the category with the maximum subsidy amount.

 

What does it mean that a disabled person’s status can be invoked once, either by the disabled person or by a disabled person with a child, with a valid Decision of a total disability rate of 67% or more at the time of application, in order to receive a higher subsidy of €400 or €600 (depending on the selected period of use of the card)?  

Submission of an application invoking the status of a person with a disability can be made either by a person with a disability with a valid Decision of a total disability rate of 67% or more on the date of submission of the application, who has taxisnet codes, or by beneficiaries with children with a disability holding a valid Decision of a total disability rate of 67% or more on the date of submission of the application.

In the event of a draw of applications with the same declared disabled person’s AMKA number, the amount of the increased subsidy is allocated to the first of the applications claiming this status (based on the serial number of the draw).

 

What does it mean that the existence of the number of children for receiving the increased payment is possible only once in the case of married or parties to a cohabitation agreement with three or more dependent children on the basis of the last cleared joint or separate Personal Income Tax Return 2024 submitted at the time of application?  

Married couples or parties to a cohabitation agreement can submit a separate application, provided they have taxisnet codes, declaring their dependent children. In the event of both applications being drawn, the amount of the increased subsidy shall be allocated to the first of the two applications (based on the serial number of the draw). The second application drawn shall be for a non-increased amount of subsidy.

 

What are the possible statuses in my application and what do they mean? 

• PROCESSING BY BENEFICIARY: The application has not been finally submitted as the applicant has not pressed the green “Submit” button at the bottom right of the screen.

• UNDER CONTROL: The application has been finally submitted and the data submitted is in the process of being verified.

• SUBMITTED: The application is valid and is expected to participate in the draw.
• APPROVED-AWARDED: The application has been drawn and is awaiting dispatch to the credit institution. More information at this stage is provided in the Payment Table.
• UNDER DOCUMENT VERIFICATION: The application is currently undergoing verification of a status that was not recognized during automated checks, requiring supporting documents to be uploaded.

• NOT AVAILABLE: The beneficiary is required to contact the Public Service Phone 210 2150231 (Monday to Friday 09:00-17:00).

What do the status messages in the Payment Table mean? 

• TO BE SENT TO THE BANKING INSTITUTION: This payment will be sent to the financial institution for execution on the estimated execution date.

• SENT – TO BE PROCESSED BY A BANKING INSTITUTION: This payment has been sent to the financial institution and may take up to ten (10) business days to process.

• COMPLETED: This payment has been successfully completed.

• REJECTED: It was not possible to make this payment. In this case, the applicant will be informed by any appropriate means. The beneficiary is required to contact the Public Service Phone 210 2150231 (Monday to Friday 09:00-17:00).

 

Which financial institutions can issue a digital debit card? 

Snappi Bank, Eurobank and Alpha Bank.

It is not necessary for the beneficiary to be a customer of the above institutions for them to issue the digital debit card.

ATTENTION: The digital debit cards of the Program remain active exclusively for the period selected (low or high season).

For beneficiaries of Phase A

–High season: from the date the digital cards take effect up to and including 30 September 2026, and from 1 May 2027 up to and including 30 June 2027

– Low season: from 1 October 2026 up to and including 30 April 2027

No transactions will be possible after these dates.

For beneficiaries of Phase B

The lists of final beneficiaries for Phase B will be drawn up in accordance with the available budget for the year 2027 from the lists of those not selected in Phase A, in the order of the draw and for the period specified in the application, while the start date of Phase B will be announced on the program’s website.  The subsidy amounts per period shall remain the same for Phase A and Phase B.

How are the final beneficiaries of the “Tourism for All 2026-2027” Program selected from the total number of applicants?  

Upon expiration of the application deadline for the Program, potential beneficiaries shall be ranked into two (2) Provisional Lists of Potential Beneficiaries according to the season they selected during their application submission. These lists shall display the Application Code Number and the last four digits of the Tax Identification Number (TIN), sorted by the last four digits of the Tax Identification Number (TIN).

The Final Lists of Beneficiaries (High and Low Season), for whom the Program’s digital debit card will be issued, shall be determined through a single, unified electronic lottery draw, in which all applications included in the respective Provisional Lists participate jointly. Specifically, through this process, a unique draw number is assigned to all Applications, and the two Provisional Lists are then ranked in ascending order based on this unique draw number.

The Final Lists for the two seasons shall be drawn up on the basis of the above ranking and the available budget for each season. Seventy per cent (70%) of the available budget shall be allocated to the low season, while thirty per cent (30%) shall be allocated to the high season. The Final Lists of Beneficiaries, which include the Application Reference Number, the last four digits of the Tax Identification Number (TIN), the unique draw number and the subsidy amount, are displayed in ascending order based on the unique draw number. Correspondingly, the Lists of Non-Selected Applicants shall also be displayed. The Final Lists of Beneficiaries and the Lists of Non-Selected Applicants shall be drawn up by a decision issued by Information Society S.M.S.A. The Provisional Lists of Beneficiaries, the Final Lists of Beneficiaries for the high and low seasons, and the Lists of Non-Selected Applicants shall be published on the website of the Ministry of Tourism and on the website of Information Society S.M.S.A.

The beneficiaries of Phase B of the “Tourism for All 2026–2027” Program shall be selected from the Lists of Non-Selected Applicants, which are ranked in ascending order based on their unique draw number, while maintaining the ratio of seventy percent (70%) for the low season and thirty percent (30%) for the high season, until the available budget is fully utilized. Subsequently, the Final Lists of Beneficiaries for the high and low seasons shall be updated.

Once the unallocated funds from Phase A of the “Tourism for All 2026–2027” Program are cleared, the Final Lists of Beneficiaries shall be replenished from the Lists of Non-Selected Applicants, following the procedure outlined above.

 

What action should be taken by applicants included in the Final List of Beneficiaries?  

After the completion of the draw and the publication of the Final List of Beneficiaries, Information Society S.M.S.A. transmits to the credit institution or the financial institution the beneficiary’s details and in particular the name, surname, TIN number, e-mail address, mobile phone number and the amount he/she is entitled to receive, which are necessary for the issuance of the digital debit card. The credit or financial institution shall distribute, exclusively electronically, the digital debit cards within two (2) business days of receipt of the relevant file, without entering into a customer relationship with the beneficiary.

The credit or financial institution shall then inform the beneficiary of the procedure to be followed for the activation of the card and the crediting of the money, by sending:

• A text message (sms) to the mobile phone number declared by the beneficiary in their Application, with integrated instructions for the activation of the digital debit card; and
• An e-mail to the e-mail address declared by the beneficiary in their Application with an integrated link for the activation of the digital debit card.

After entering the above link, the beneficiary creates a personal password and receives a confirmation code through a new text message (sms), in order to activate the digital debit card with the credited amount.

The digital debit card is used exclusively in electronic transactions or through a device that supports contactless transaction technology, that is, through a website or an electronic platform which allows the direct debiting of the digital debit card upon filling in the relevant details or by using the application on an electronic device that supports contactless transactions through the wireless connection of two devices, by way of simple contact or by positioning them close to each other (NFC – Near Field Communication technology).

 

Until when can the digital debit card issued by the “Tourism for All 2026-2027” Program be used? 

The digital debit cards of the Program remain active exclusively for the period selected (low or high season).

For beneficiaries of Phase A

–High season: from the date the digital cards take effect up to and including 30 September 2026, and from 1 May 2027 up to and including 30 June 2027

– Low season: from 1 October 2026 up to and including 30 April 2027

Transactions will not be possible outside the time periods mentioned above.

For Phase A, the cards of low-season beneficiaries shall show 30.04.2027 as the expiration date, and the cards of high-season beneficiaries shall show 30.06.2027 as the expiration date; however, they shall be valid exclusively for the periods specified above.

 

In which businesses can the “Tourism for All 2026-2027” card be used and how? 

• The amount credited may be used exclusively by the beneficiary for accommodation in accommodation establishments that bear accommodation service-related Merchant Category Codes and are based in the Greek territory.

• Each digital debit card is redeemed either once in the same tourist accommodation or in successive tourist accommodations, depending on the available balance, during the period chosen by the beneficiary at the time of submission of the Application.
• Any type of mobile phone can be used during the process of applying for the Program and activating the digital debit card.

• However, once the digital debit card is activated, in order to be used at a POS terminal, it must be connected to Apple Pay or Google Pay services and used on a smartphone that supports NFC transactions.

Alternatively, it can be used by submitting its data to appropriate accommodation provider websites even without the use of NFC technology.

• If a transaction which is carried out using the Program’s card is rejected, the beneficiary should contact the credit institution that issued his/her card (Snappi Bank www.snappibank.com, Alpha Bank www.alpha.gr or Eurobank www.eurobank.gr), in order to be informed about the reason for the rejection of the transaction, as the Program’s Support Center does not have access to bank transaction data.

ATTENTION: The transaction for which the card will be used should be exclusively for the stay and not for other charges e.g. meals, drinks, activities etc.
