What is the object of the project?
The object of the project is the provision of specialised support services to the Contracting Authority for the monitoring, coordination and management of the works implemented in the framework of the project entitled “Provision of support services for the management of the project: ‘Financial support for increased energy costs (Fuel Pass III)’”
The Contractor will support the Contracting Authority in the coordination and supervision of all the individual actions and parties involved, for the period from the end of the submission of applications until the completion of the Project, including the settlement of any administrative pending issues.
The services provided are of a supportive and advisory nature and do not replace the powers of the Contracting Authority.
For the implementation of the scope, the Contractor will provide an appropriate project team, consisting of a Project Manager and specialised employees, with proven experience in the subject matter, who will cooperate with the competent employees of the Contracting Authority and will comply with the instructions and directions of the latter. Indicatively and not restrictively, the Contractor’s services include:
- Monitoring the progress of the project implementation and coordinating the individual contractors, providing guidance where required.
- Checking and evaluating the deliverables of the individual contractors and submitting relevant recommendations to the Contracting Authority.
- Support in the administrative handling of obligations and procedures.
- Providing general administrative support throughout the project.
- Support in the financial management of the project.
- Provision of horizontal support services.
The set of indicative services mentioned above is accompanied by a number of actions, for which the Contractor is invited to provide continuous support to the Contracting Authority. These actions include, but are not limited to, the following:
- Management, handling and archiving of physical and electronic files.
- Support in the management of enquiries and requests received by the Contracting Authority from beneficiaries or public bodies, such as the Greek Ombudsman.
- Drafting and submitting regular and ad hoc reports.
In addition, the Contractor will provide additional specialised support services for the design, organisation and implementation of a survey to the beneficiaries of the ‘Fuel Pass III’ programme, with the aim of recording the experience of the beneficiaries, the evaluation of individual parameters of the implementation of the action and the extraction of documented conclusions.
The survey will be implemented through an appropriate method of primary data collection, which will be proposed and documented by the Contractor in the context of his methodological approach (indicatively: telephone interviews, online questionnaires or a combination of methods), ensuring the quality, reliability and representativeness of the results.
