What is the object of the project?
The object of the project “Strategic and Operational Planning Support System of the Ministry of Foreign Affairs” briefly consists of a series of actions, as follows:
A. Carrying out of a series of studies. This includes the detailed recording and detailed re-designing of the existing way of implementing the SOP, including the methodology, procedures and organizational units involved in the implementation. For the purposes of (re)designing and implementing Quality Management in the implementation of Strategic and Operational Planning, the Contractor is required to carry out a series of (supplementary) studies that highlight all its aspects and in particular the following studies:
- Study of Flows
- Study of Involved Roles
- Model Standardization Study
- SOP implementation model
- Study for the development of models and standard forms
- Knowledge management study
- Methodology and Criteria Selection Study
- Study for developing criteria for Actions and Activities, proposals for new Actions and Activities or modifying existing ones
- Description of the implementation of corrections
- Study for the definition of the objectives of the individual Organizations and extraction of performance indicators to monitor the implementation of the SOP
- Study for the selection and implementation of the Ministry’s Objectives and Actions Prioritization Methodology
- Study for the selection and implementation of the Methodology for the Selection of Organizations and Performance Indicators – Implementation Performance Monitoring – Study for the development of a state-of-the-art digital human resource management system (HRMS)
In this way, and in the next year, it will be possible to certify the processes in question using an approved quality standard.
B. Web-based Workflow, Monitoring, Evaluation and Reporting Platform of the Strategic and Operational Plan of the Ministry of Foreign Affairs.
The Web-based Platform for Workflow, document management and electronic mail should support, by ensuring security and functionality, the mesh of the massive, systematic, multifaceted and complex in terms of content communication between the Organizations and the DSOP.
It consists of:
- A workflow platform
- An Electronic Document Transmission System (EDTS)
- An e-mail System
- A role and user management system.
The platform in question will be part of the Ministry’s network. The platform will be based on the Guide/Manual of Processes and Models that will be developed based on the above studies. The platform should provide the necessary interfaces for interoperability with the Electronic Document Transmission System (EDTS) and e-mail system, as well as with the existing Human Resources Management System.
C. Supply of the Necessary Equipment (hardware) and Software for the operation of the above information systems.
The operation of the platform will require hardware, software licenses and functionality extensions to meet the needs of the Strategic Planning Directorate.
