What is the object of the project?
The object of the project is to identify and record a significant number of unoccupied properties under housing rehabilitation programmes belonging to the Ministry of Social Cohesion and Family, the legal establishment of their ownership (also through the provision of services related to the legal review of the properties, in terms of each property’s ownership), actions for the utilisation of the properties for public benefit purposes, the registration of the properties’ data in a Property Management digital platform / software application to be implemented in the framework of the Project, and the filling out of an electronic property file through services related to the technical inspection of parts of the property and supporting documents to be produced in the context of the said inspection.
What are the purpose and objectives of the project?
The project has the following objectives: to record to the fullest possible extent the unoccupied properties under housing rehabilitation programmes, to legally establish their ownership and to present their condition, so as to enable their utilisation for public benefit purposes, on the one hand; to ensure their effective management through a digital platform, on the other hand.
The implementation of this project will remove a significant part of the difficulties faced by the competent Ministry Service in terms of fulfilling the requests submitted by citizens or Bodies. Such difficulties arise mainly due to:
- the non-registration of unoccupied properties
- the lack of important information regarding each property (legal establishment of ownership, condition and costs for the restoration of damages or the demolition of the property), thus preventing their optimal management and utilisation.

The implementation of the project will lead to a number of benefits and possibilities, such as:
- the ability to optimally manage unoccupied properties;
- the ability to electronically manage the data related to unoccupied properties;
- the faster and more efficient fulfilment of the requests submitted by citizens or Bodies;
- the ability to immediately utilise the unoccupied properties to the benefit of the public.
