Which is the need to implement the project ?
Despite the successful implementation of the 112 Emergency Service in the country, the service’s technological infrastructure has a number of shortcomings, mainly due to the fact that more than a decade has elapsed since the drafting of the technical specifications of this project. Some technical specifications are obsolete, so that part of the infrastructure is already operating at the limit of its performance. In addition, a part of the equipment is close to the limit of its service life.
The need for an immediate transition to a more modern Civil Alarm System with high availability is considered imperative, making all modern means available for their warning in emergency situations, through a project to upgrade and expand the functionality of the existing Public Warning System (PWS) and to supply new equipment for hospitality. The purpose is to meet the above-mentioned requirements in the current year (2023).
What is the object of the project ?
The object of the proposed project includes the following:
1. Upgrading and expanding the functionality of the PWS Public Warning System.
2. Supply of equipment and standard software, installation and commissioning.
3. Supportive implementation services, concerning:
• Implementation study
• User training
• 1-month pilot operation. It includes, at the end of the pilot, the transition to the new system (go-live) to the new equipment, with roll-back capability in the existing system in the old equipment, if something goes wrong.
• 3-month trial operation support
• Project management
• 3-year equipment warranty, under guaranteed service level
Which are the expected benefits ?
The upgrading and expanding of the functionality of the PWS Public Warning Systems includes the following services:
- Upgrading the existing platform of the PWS Public Warning System to the latest version available at the delivery of the software and installing the new platform on new equipment to be procured under the project
- Configuration and commissioning of the new system with the upgraded functions and capabilities offered by the platform manufacturer, as well as the upgraded technical features, through the appropriate configurations and/or adaptations
- Implementation of active-active high-availability architecture on 2 sites with automatic failover, and with the application of virtualization and enhanced security technologies
• Migration from the old system of data that are compatible with the new system - Completion with the existing interface and interconnection with existing systems such as the Emergency call management (SYDKEA) system, citizen portal, mapping machine, SMS gateway, etc.
- Preparation of control scenarios
