What is the Programme “Financial support for increased energy costs (Fuel Pass III)”?

The Programme “Financial support for increased energy costs (Fuel Pass III)” in accordance with the Legislative Content Act of 25-03-2026 (GG Series I, No 46) (hereafter referred to as the LCA) concerns the provision of financial aid from the State Budget to cover transport fuel consumption and travel costs for the months of April and May 2026.

The budget of the financial support for the project amounts to one hundred and thirty million euros (€130,000,000).

In accordance with paragraph 1 of Article 1 of the LCA, financial support from the state budget is provided to every natural person who is a tax resident of Greece with a declared family income for the tax year 2024 up to twenty-five thousand (25,000) euros for unmarried persons and up to thirty-five thousand (35,000) euros for married persons or parties to a civil partnership, plus five thousand (5,000) euros for each dependent child of the household, for the purpose of contributing to the coverage of the cost of fuel consumption and travel for the months of April and May 2026. Specifically for single-parent families, the limit of the declared income of the first subparagraph is thirty-nine thousand (39,000) euros, increased by five thousand (5,000) euros for each dependent child beyond the first.

In accordance with paragraph 2 of Article 1 of the LCA, for the months of April and May 2026, the financial aid amounts to the following amounts in total:

  1. a) Sixty (60) euros using a digital debit card for the beneficiary owners of vehicles other than motorcycles – mopeds, with their main residence in the Regions of the North Aegean, South Aegean, Ionian Islands, Crete, the Islands Regional Unit of the Region of Attica, the Regional Unit of Sporades of the Region of Thessaly, the Regional Unit of Thasos of the Region of Eastern Macedonia and Thrace, the island of Samothrace of the Regional Unit of Evros of the Region of Eastern Macedonia and Thrace and the island of Ammouliani of the Regional Unit of Chalkidiki of the Region of Central Macedonia. The above amount is set at fifty (50) euros, if the beneficiary chooses its deposit in a bank account.
  2. b) Fifty (50) Euros using a digital debit card for the beneficiary owners of vehicles other than motorcycles – mopeds, with their main residence in the rest of Greece. The above amount is set at forty (40) euros, if the beneficiary chooses its deposit in a bank account,
  3. c) Thirty-five (35) euros using a digital debit card for the beneficiary owners of motorcycles – mopeds, with their residence in the Regions of the North Aegean, South Aegean, Ionian Islands, Crete, the Islands Regional Unit of the Region of Attica, the Regional Unit of Sporades of the Region of Thessaly, the Regional Unit of Thasos of the Region of Eastern Macedonia and Thrace, the island of Samothrace of the Regional Unit of Evros of the Region of Eastern Macedonia and Thrace and the island of Ammouliani of the Regional Unit of Chakidiki of the Region of Central Macedonia. The above amount is set at thirty (30) euros, if the beneficiary chooses its deposit in a bank account.
  4. d) Thirty (30) euros using a digital debit card for the beneficiary owners of motorcycles – mopeds, with their main residence in the rest of Greece. The above amount is set at twenty-five (25) euros, if the beneficiary chooses its deposit in a bank account.

How many and which vehicles can be declared by a Fuel Pass III beneficiary?

Each vehicle and motorcycle-moped can be declared by a single natural person, who has full ownership or co-ownership on the vehicle and the motorcycle-moped or has leased it under a leasing contract. Each natural person may declare only one vehicle and one motorcycle-moped. It is a prerequisite that the vehicle or the motorcycle-moped are in circulation, insured and no road tax is owed.

What are the available ways to receive the Fuel Pass III subsidy?

The applicant can request either the issuance of a digital debit card with the amount of the subsidy or the deposit of the subsidy amount in an existing bank account that he/she already owns.

How to submit the Fuel Pass III Application?

The applicant, provided that he or she has previously registered with the National Communication Register (EMEP), may apply by computer or other appropriate device.

Alternatively, he/she can apply for the submission of his/her application to a public K.E.P.

When are Fuel Pass III Applications submitted?

Applications can be submitted from 6/4/2026.

The application period ends on 30/4/2026.

Which businesses can use the Fuel Pass III digital debit card and until when?

The amount of money credited to the digital debit card may be used until 31/7/2026 exclusively by the beneficiary for the purchase of fuel or when travelling by public transport, using directly at the validators of all means of transport, as well as in public passenger cars – taxis. It covers in particular the following Merchant Category Codes (MCC):

The digital debit card is used via a device that supports contactless transaction technology (Web/Virtual POS).

The digital debit card does not support withdrawals or deposits.
