What is the program “Financial aid granted due to an increase in energy costs”?
The program “Financial aid granted due to an increase in energy costs”, in accordance with Article 81 of Law 4916/2022, concerned the provision of financial assistance by the State Budget for the purpose of contributing to the coverage of fuel consumption costs for the months of April, May and June 2022 (Fuel Pass I).
In accordance with Article 67 of Law 4950/2022, financial assistance is provided by the State Budget to any natural person, including freelancers, who are tax residents of Greece with a declared family income of up to thirty thousand (30,000) euros for tax year 2021, increased by three thousand (3,000) euros for the spouse or member of a civil partnership, and an additional three thousand (3,000) euros for each dependent child of the household and up to the amount of forty five thousand (45,000) euros, with a view to contributing to the cost of fuel consumption in July; August and September 2022 (Fuel Pass II).
The total budget of the project amounts to three hundred and thirty million euros (€ 330,000,000).
What is the procedure for issuing a Fuel Pass II digital debit card?
Any natural person, including freelancers, who are tax residents of Greece with a declared family income of up to thirty thousand (30,000) euros for tax year 2021, increased by three thousand (3,000) euros for the spouse or member of a civil partnership, and an additional three thousand (3,000) euros for each dependent child of the household and up to the amount of forty five thousand (45,000) euros, with a view to contributing to the cost of fuel consumption in July, August and September 2022, through the special application of par. 4 of article 67 of Law 4950/2022.
The credit amounts to the following sums:
- one hundred (100) euros using a digital debit card for the beneficiary owners of vehicles other than motorcycles – mopeds, with their main residence in the Regions of the North Aegean, South Aegean, Ionian Islands, Crete, the Islands Regional Unit of the Region of Attica, the Regional Unit of Sporades of the Region of Thessaly, the Regional Unit of Thassos of the Region of Eastern Macedonia and Thrace, the island of Samothrace of the Regional Unit of Evros of the Region of Eastern Macedonia and Thrace and the island of Ammouliani of the Regional Unit of Halkidiki of the Region of Central Macedonia. The above amount is set at eighty five (85) euros, if the beneficiary chooses its deposit in a bank account,
- eighty (80) Euros using a digital debit card for the beneficiary owners of vehicles other than motorcycles – mopeds, with their main residence in the rest of Greece. The above amount is set at sixty five (65) euros, if the beneficiary chooses its deposit in a bank account,
- seventy (70) euros using a digital debit card for the beneficiary owners of motorcycles – mopeds, with their residence in the Regions of the North Aegean, South Aegean, Ionian Islands, Crete, the Islands Regional Unit of the Region of Attica, the Regional Unit of Sporades of the Region of Thessaly, the Regional Unit of Thassos of the Region of Eastern Macedonia and Thrace, the island of Samothrace of the Regional Unit of Evros of the Region of Eastern Macedonia and Thrace and the island of Ammouliani of the Regional Unit of Halkidiki of the Region of Central Macedonia. The above amount is set at fifty five (55) euros, if the beneficiary chooses its deposit in a bank account,
- sixty (60) Euros using a digital debit card for the beneficiary owners of motorcycles – mopeds, with their main residence in the rest of Greece.
The above amount is set at forty five (45) euros, if the beneficiary chooses its deposit in a bank account. Each vehicle and motorcycle-moped can be declared by a single natural person, who has full ownership or co-ownership on the vehicle and the motorcycle-moped or has leased it under a leasing contract. Each natural person may declare only one vehicle and one motorcycle-moped. It is a prerequisite that the vehicle and the motorcycle-moped are in circulation, insured and not due to road tax.
The entry of the natural person – beneficiary in the special application, which is accessible through the Single Digital Portal of Public Administration (gov.gr-SDP), is made after its authentication using the codes – credentials of the General Secretariat of Information Systems of Public Administration (taxisnet), according to article 24 of law 4727/2020 (Α’ 184). The applicant shall fill in and update their contact details and, in particular, the e-mail address and mobile phone number.
They also fill in their personal bank account number. The above described procedure for the issuance of the digital debit card can also be carried out through the Citizens’ Assistance Centers, by a certified employee, upon a relevant request of the natural person – beneficiary.
The employee of the Citizens’ Assistance Center enters the special application after its authentication with the Public Administration Codes. The employee then registers in the fields displayed on the system:
- the TIN of the natural person,
- the registration number of the vehicle, motorcycle-moped confirming that they are the owner or co-owner of the declared vehicle, or that it is a rented vehicle that has been leased for use; in this case, the VAT no. of the leasing company must be also registered,
- the contact details of the natural person, in particular the e-mail address and the mobile phone number, and if they are making a request on behalf of the natural person either for the issuance of the digital debit card and the crediting of the relevant amount on behalf of the applicant natural person, or for the crediting of the relevant amount in the bank account of the applicant natural person, which shall be declared to the employee.
The above procedure for the issuance of the digital debit card or the registration of the beneficiary’s preferred bank account may also be carried out through the legally authorized representative of the natural person. For the purpose of verifying the prerequisites, the information system of the application draws information on the vehicle and the motorcycle – moped and its owner using the following online services:
- Vehicle details and profile of the holder from AADE,
- Data on Road Taxes from AADE,
- Finding the insurance of vehicles (Insurance Guarantee Fund),
- Income and residence data for the fuel subsidy from ADAE, to check the private use ownership of a vehicle or motorcycle – moped, the insurance, the payment of road taxes and the control of the declared family income,
- Moped information by the Hellenic Police.
The above online services are available through the Center for Interoperability of the GGPSDD, in accordance with Article 47 of Law 4623/2019 (A ‘134) and Article 84 of Law 4727/2020 (Α’ 184).
What is the start date of the period for lodging an application for Fuel Pass II?
The applications of natural persons in the special application are made in stages, according to the last number of their TIN, as follows:
- 01.08.2022 for TINs ending in 1, 2 and 3
- 02.08.2022 for TINs ending in 4, 5, 6 and 7
- 03.08.2022 for TINs ending in 8, 9 and 0,
- From 4.8.2022 onwards, applications can be submitted regardless of the last number of the TIN of natural persons.
The submission of applications ends on 1/9/2022.
What is the procedure for crediting financial aid to a digital debit card?
After entering the application, the applicant registers and updates their contact details, in particular the e-mail address and the mobile phone number and requests the issuance of the digital debit card and the crediting of the relevant amount to this card.
After the completion of the application submission of the natural person and if their status as a beneficiary is verified, IS SMSA sends an approval decision to the credit or financial institution, in compliance with the appropriate technical and organizational measures, the name, surname, e-mail address and mobile phone number of the beneficiary, for the purpose of issuing the digital debit card and crediting the amount of the financial aid, and the amount of money corresponding to the beneficiary is transferred to the credit or financial institution without delay.
Subsequently, the credit or financial institution shall inform the beneficiary of the procedure to be followed for the activation of the card and the crediting of the money, by sending:
a) a text message (sms) to the mobile phone number declared by the beneficiary in the special application, with incorporated instructions and
b) an e-mail to the e-mail address declared by the beneficiary in the special application with a built-in link for activating the digital debit card.
After entering the above link, the beneficiary creates a personal password (password) and receives a confirmation code, with a new text message (sms), in order to activate their digital debit card. The amount credited to the debit card may only be used by the beneficiary for the purchase of fuel and any other transfer to a third party or its withdrawal is not possible.
The Fuel Pass II digital debit card remains active until 31.10.2022, after which the credit or financial institution is obliged to deactivate it immediately.
What is the procedure for crediting financial aid to a bank account?
After entering the application, the applicant registers and updates their contact details, in particular the e-mail address, the mobile phone number, they enter their personal bank account number and request the issuance of the digital debit card and the crediting of the relevant amount to this bank account.
After the completion of the application submission of the natural person and if their status as a beneficiary is verified, IS SMSA sends an approval decision to the credit or financial institution, in compliance with the appropriate technical and organizational measures, the name, surname, e-mail address, mobile phone number and personal bank account number of the beneficiary, for the purpose of crediting the amount of the financial aid, and the amount of money corresponding to the beneficiary is then transferred to the credit or financial institution.
How is communication and submission of queries carried out within the framework of the Program?
