What is the object of the project?
The object of the project consists in modernising the existing Register of Tourism Enterprises of the Ministry of Tourism by developing a new flexible Information System for the Register of Tourism Enterprises (hereinafter e-ΜΗΤΕ) and providing advanced online services to control tourism enterprises, as well as setting up the ‘mydigitaltourism’ digital platform and ensuring its interoperability with other public registers and systems.
This system will, among other things:
- provide comprehensive information to the economic operator concerned regarding all supporting documents/procedures required to register its tourism enterprise in the Register and obtain an authorisation for the enterprise or renew/extend that authorisation;
- supports the electronic transmission and sharing of necessary information between all parties involved (Regional Tourism Agency inspectors, other public authorities and private entities);
- supports the process for coordinated inspections on the infrastructure of enterprises carried out by authorised Regional Tourism Agencies (or other Ministry inspection bodies);
- allows citizens-visitors to search and check the official characteristics of each enterprise and submit complaints for consideration, if guests staying at an accommodation find out that their experience is other than promised or if they have complaints, etc.
What is the purpose of the project?
The purpose of the proposed project is to support the upgrading of the services provided by the Ministry of Tourism primarily by implementing a Single Electronic Register of Tourism Enterprises, which will be at the core of the ‘mydigitaltourism’ electronic platform, used to provide services to the Ministry’s in-house staff, as well as to businesses and citizens.
The information will be collected and integrated via the interconnection – interoperability with the primary systems in which registers of tourism enterprises to be included in the project are kept, as well via an interconnection with the Electronic Register of Tourist Ports provided for in Law 2160/93 and direct communication with the corresponding pilot implementation thereof. The data derived therefrom should be both an input and an output of both. There will also be interoperability with systems of such organisations as gov.gr, GEMI and TAXISNET. Finally, provision has also been made for developing full interoperability with the ‘NotifyBusiness’ system. The setup and operation of a ‘Single Register of Tourism Enterprises’ / e-MITE will help reduce significantly the fragmentation of data related to tourism entrepreneurship, also facilitating ‘doing business’ and contributing to a number of the Ministry’s critical objectives.
What are the objectives of the project?
One of the main objectives of the implementation of the project is for the Ministry of Tourism to be able to control and support tourism enterprises in real time and collect all data required for a holistic management of tourism development in Greece, aiming at:
- removing the dysfunctions caused by a lack of data systematisation and standardisation in the field of tourism;
- reducing administrative burdens on tourism entrepreneurship by providing advanced e-government services;
- capitalising on and upgrading the current IT infrastructure relating to the registers with a view to setting up a single Register of Tourism Enterprises, which will monitor and support tourism enterprises from authorisation and throughout their operation;
- reducing red tape and helping to improve investment climate;
- improving the quality of the services provided by the Ministry of Tourism and its supervised bodies to businesses operating in the tourism sector;
- supporting the Ministry’s inspection services and mechanisms, as well as the procedures for investigating complaints relating to individual aspects of the operation of tourism enterprises;
- providing selected data in the form of open public data [Law 4727/2020 (Government Gazette, Series I, No 184)];
- ensuring real-time recording of tourism data concerning guests staying in all types of tourist accommodation facilities in Greece (e.g. number of arrivals at accommodation facilities, length of stay, country of origin, gender, age, as well as monitoring the route followed by visitors to Greece as they move to different places of accommodation);
- formulating policies in individual target markets in accordance with the current strategy for tourism development and promotion of Greek destinations.
What is the expected outcome of the project?
The expected outcome of the implementation of the project can be summarised as follows:
- Removing the fragmentation of data on, and facilitating, tourism entrepreneurship.
- Reducing red tape and promoting transparency of transactions in the field of tourism, by providing e-government services for the establishment and operation of tourism enterprises.
- Setting up and operating a single Register of Tourism Enterprises.
- Capitalising on the existing IT infrastructure, and completing and interconnecting it with new applications and systems, which will be able to support the operation of the e-Government model, with the single register at its core.
- Facilitating strategic planning and policy implementation in the field of tourism.
- Facilitating and monitoring authorisation procedures when it comes to large private investments in tourism [complex tourist accommodation facilities, investments falling under the remit of Special Agency for Promoting and Authorising Tourist Investments (EYPATE)].
- Supervising and monitoring the progress made in implementing public infrastructure in the field of tourism (SSE projects).
- Reducing administrative burdens for businesses in this field.
- Strengthening entrepreneurship in Greece’s heavy industry.
What are the expected benefits from the implementation of the project?
The implementation of the Electronic Register of Tourism Enterprises (e-ΜΗΤΕ) will help achieve the goal of eliminating red tape and allowing fast-track authorisation of tourism-related investments via the interconnected ‘Notify Business-ΜΗΤΕ’ functionality, combined with the provision of necessary data and structures that will allow the Ministry of Tourism to perform its functions seamlessly. It will also help establish short- and long-term actions and programmes to enhance the competitiveness of the tourism product, support tourism investments, develop tools for research and strategy, tourism development, promotion of tourism-related education and training, as well as coordinated promotional communication of Greece’s image abroad through the various e-services – plug ins available in the Register.
