What is the object of the project?
The object of the contract is to introduce a digital application in order to improve the evaluation procedure, by utilizing the existing database of the information system in combination with additional geospatial information and interoperating with other State agencies, such as the Ministry of Rural Development and Food, the Payment and Control Agency for Guidance and Guarantee Community Aid (OPEKEPE) etc. This digital application will enable evaluators to organize, carry out and complete their evaluation by having online or offline access to all the data that is necessary in order to complete the evaluation procedure, on site at the field of action (parcel – holding), thus saving time and money, and gaining reliability and flexibility in relation to the entire evaluation procedure. Moreover, by adding supplementary geospatial and multimedia information in the context of the evaluation, it is expected to create a large database for the future use of business analytics applications, which will upgrade the organization’s ability to make decisions and, ultimately, improve its services.
What is the objective?
The development of the digital application that will interoperate with the existing IT systems of ELGA will facilitate the evaluation procedure in the context of the controls carried out by the organisation. By extracting data from the mapping background, as well as from other levels that are required, evaluators will be able, for example, to organize, carry out and complete their evaluation by having online access to all the data that is necessary in order to complete the evaluation procedure, on site at the field of action (holding). Through this action, ELGA emerges as an ally towards the insured party, providing security and reliability. Thus, the organization highlights the potential of the Agricultural Sector, making it attractive for future investments.
Specifically, the project’s purpose is linked to the following:
• Consolidation of the organization’s credibility, especially in terms of its service toward insured parties.
• Updating the evaluators’ presence and facilitating them during the evaluation procedure on site. Increasing efficiency, both by reducing the time required to prepare the inspection findings and by eliminating manual steps of the procedure and through digitization.
• Improving the State’s productivity by supporting their decision-making and the use of new technology.
• Promoting open application development environments and strengthening interoperability.
• Saving resources for the organization itself, as well as for collaborating bodies.
Who are the beneficiaries of the project?
The expected beneficiaries of the project are the following:
- The employees and partners of the organization: Those involved in the evaluation procedure, both during the on-site inspection process and the process of registering information and the individual steps for verification and control provided for during the procedure.
- The individual and collective agencies of the agricultural sector: The business and production factors of the agricultural sector that wish to receive compensation by ELGA and state financial aid, to insure the plant and animal production, natural and legal persons as well as their organizations, businesses that
process, transport and market agricultural products, other professional groups in the industry (agronomists, veterinarians, etc.). - Citizens: All citizens who want to receive information about agricultural issues, who are active or wish to be active in the agricultural sector.
- The State: All ELGA Services, the agencies, other directorates and the leadership of the Ministry of Rural Development and Food, as well as any body that wishes to receive / provide data from/to ELGA, e.g. the Hellenic Statistical Authority, the Ministry of Finance, IAPR.
