What is the object of the project?
In the context of the project the Contractor undertakes the obligation to proceed to the following actions:
1. The analysis of the project requirements
The Contractor, taking into account the operational and functional model, as well as the operating environment (infrastructure and applications) of the existing system, should, as a minimum:
• Reflect, in particular, the current situation of the project
• Finalize of the operational, functional and technical requirements of the project
• Prioritize requirements on the basis of time – operational requirements and degree of feasibility and their operational exploitation
2. The development of the additional functionalities as described in paragraph 4. Functional Requirements
3. The data completeness tasks as described in paragraph 4.6. Data Completeness
4. The position of new implementations to be offered in the project in Test – Pilot operation.
5. The transition of the production environment of the project to a new public cloud provider.
6. The modernisation of existing subsystems and architecture reform of the IS
7. The provision of technical support services.
8. The provision of warranty services.
The Contractor, on the basis of the results of the development and configuration of the new implementations, is required to proceed to conduct functionality checks in cooperation with the Operator, in order to enable the integration of their total into production operation. He also needs to proceed to training of the managers of the Developer, in order to meet all the requirements of the project.
What is the purpose and what are the objectives from the project implementation?
Main purpose of this project is the full upgrade of the existing IIS, the main focus being its upgrade and extension of functionality, the enhancement of its interoperability with third Bodies and the reorganisation of its infrastructure, ensuring availability of resources in a secure operating framework. In addition, its proper functioning is ensured through support and maintenance services for the benefit of its operators and the direct beneficiaries.
The objectives of this project are:
➢ The hosting of the production environment of the project in a public cloud Provider using IaaS services. The General Secretariat for Information Systems for Public Administration (GGPSDD), aiming at the strengthening of the GCloud infrastructure, has entered Framework Agreement with specific providers for the service of Public Administration bodies. The transition will be carried out in the context of this Agreement, following the individual terms and policies (Service Level Agreement) that have been provided for in it.
➢ The reorganisation of the existing system the main focus being its further extension of functionality and the completeness of its data, enhancing features such as its extroversion through the dissemination of the life events to
individual information systems and, ultimately, to the Citizen. Thus, its data openness is enhanced and its role s primary central register of the State is protected, contributing, at the same time, in the efforts of the State towards the digital transformation of Public Administration.
Who are the beneficiaries and what are the benefits of the project?
Direct beneficiaries are the operational, technical and other staff of the Ministry of the Interior, the Civil Registries and Municipal Registers of the Country, the employees of Consulates and of the Special Registry of Athens.
Indirectly, the project benefits all citizens, as anyone may enjoy the
benefits from the provision of digital services directly or through the abolition of the collection
of documents for third bodies, which will be served through interoperability
services.
More specifically, for each category of beneficiaries:
- Lawyers, Notaries
o Possibility of greater engagement with the scientific aspect of their employment, owing to the relief from handling tasks o Resource savings owing to the decrease in the need for physical presence to handle administrative tasks
o Integrated service package to the citizens they represent - Citizens
o Resource savings through the use of digital services
o Direct customer service because of the decrease in the need for physical presence
o Release from the need to collect documents to meet the needs of third bodies
o Direct access to primary information on life events and family tree.
o Transaction transparency
Impact on employment, skills
The management of life events which is initiated by the Civil Registry involves, to a
great extent, the completion of operational procedures similar to them, by a large number of Public Bodies either directly (e.g. social security, economy) or indirectly (confirmation of the Citizen’s information). The project reinforces the management of the internal interfaces of the individual bodies of Public administration in a way that entails a sharp decrease in the trading desks with physical presence. On this basis, resource savings can be utilised for public or private investment, which can increase employment.
Regarding skills development, the project includes a significant volume of training
and support services, which are expected to lead to significant increase of the end-users’ skill level. Furthermore, the provision of digital services will increase the citizens’ motivation to strengthen their digital skills.
Impact on green transition
While the project is not directly related to green actions, the enhancement of interoperability and the
provision of integrated digital services, is expected to reduce the number of physical
movement and physical document handling, thus indirectly contributing to the decrease in the movement of wheeled vehicles and the relevant harmful emissions.
Impact on digital transformation
The proposed project is primarily a digital transformation project, and it is expected to contribute, in various ways, to the achievement of the general objectives of the national digital strategy. Regarding the general objectives, the project promotes the following guiding principles:
