What is the object of the project?
The object of this project is the operation of four (4) Biometric Data Collection Centers, of which three are located in the wider Attica region and the fourth in Thessaloniki, and consists in finding and setting up suitable premises, equipping and staffing them, with the aim of strengthening the operational functioning of one-stop shops of the Directorates for Aliens and Migration (DAMs) of the Decentralized Administrations of the Country and the Ministry of Migration and Asylum that deal with a large number of requests for the issuance or renewal of residence permits from third-country nationals.
The Project consists of the following distinct but interdependent Actions:
Α. Finding, leasing and setting up suitable building spaces so that they can function as Biometric Data Collection Centers, in the following geographical areas:
- Municipality of Athens or its neighboring municipalities, to serve the DAM of Athens, Central Sector and Western Attica;
- Eastern Attica, to serve the DAM of Northern Sector and Eastern Attica;
- Piraeus, to serve the DAM of Southern Sector, Piraeus and Islands;
- Thessaloniki, to serve the DAM of Thessaloniki.
The above Biometric Data Collection Centers will also serve the one-stop-shop of the Ministry of Migration and Asylum, as well as other competent immigration authorities, if this is deemed necessary by the Ministry of Migration and Asylum. The scope of this Action includes the supply of all the necessary information/electronic equipment, biometric data collection equipment and office equipment for the creation and filling of twenty (20) posts at the Biometric Data Collection Center serving the DAM of Athens, Central Sector and Western Attica and ten (10) posts in each of the other Centers of Eastern Attica, Piraeus and Thessaloniki.
Β. Staffing of Biometric Data Collection Centers.
Upon their opening, the Biometric Data Collection Centers will initially be staffed with fifty (50) people, with the aim of processing 35,000 captures per month. The Centers are expected to operate being well-staffed by those fifty (50) employees for the first six (6) months of their operation, when they are expected to process around 210,000 biometric data captures, dealing with the large volume of unprocessed applications that have accumulated in the competent Services. The anticipated workforce of each Center during the initial six-month phase is twenty (20) people for the Biometric Data Collection Center serving the DAM of Athens, Central Sector and West Attica, and ten (10) people for each of the other Centers of East Attica, Piraeus and Thessaloniki.
During the second phase of operation of the Biometric Data Collection Centers, which is expected to last for the next four (4) years, the staff employed is expected to be reduced by half per Collection Center, as it is estimated that the volume of pending cases will have decreased drastically and current cases will, from now on, be dealt with in a timely manner.
