What is the object of the project?
The object of this agreement is briefly analyzed as follows:
- Methodology and Tools to be used during the provided administrative and management implementation of the project. As already analyzed before, the pilot application of the “Personal Assistant” presents implementation complexities since it is the first time a similar action is being implemented in Greece and also due to the involvement of several public sector bodies and also representatives of social partners.
- Monthly Progress Reports. The prospective Contractor is requested to provide a Monthly Activity Report regarding the Methodology and Tools that will be used during the anticipated administrative and management implementation of the project and specifically the operation of the Pilot Implementation Management structure (PMO), the operation of the Applications and Tools during project management and report on the procedures followed, as well as updates thereof.
- Identification and resolution of defects and problems during pilot implementation. The prospective contractor is invited to report, at regular intervals, any defects and problems that may arise during the pilot implementation. In this context, an analysis of the situation, the corrective actions taken when the defect and problem occurred, the people involved in the problem and the solution, as well as proposals for solving and correcting the problem, are requested. The prospective contractor is called upon to identify any legal and institutional defects and problems that need to be addressed or institutionalized by the competent bodies.
- Providing implementation support of the physical object in relation to the information system. The prospective contractor is called upon, in cooperation with the contractor of the information system, to provide full support in the implementation of the physical object in the part concerning the information system. Full cooperation is required with the stakeholders and working groups related to the information system, such as for example support to applicants, scheduling appointments of interdisciplinary assessment committees, personal assistants and availability issues, questionnaires and technical issues that may arise, the public bodies related to the operation, financing and implementation of the pilot program, such as the ministry, IS S.A., the Organization for Welfare Benefits and Social Solidarity (OPEKA) etc. The prospective contractor is called upon to provide bimonthly reports regarding the provision of support for the implementation of the physical object in relation to the information system.
- Providing support to the competent services to speed up the implementation of administrative and other acts. Support of the evaluation committees of the beneficiaries as well as of the Personal Assistants.
The competent services to which the Candidate Contractor is called upon to provide support related to the acceleration of the implementation of administrative and other acts are as follows:
- “Project Owner” is the Ministry of Labor and Social Affairs, while the users/administrators of the information system are the project team members representing the General Secretariat for Social Solidarity and Fight Against Poverty.
- “Implementation Agencies” is the single member company under the name “Information Society Single Member S.A.” IS SA. OPEKA is responsible for checking the actions taken as part of the provided service of personal assistants, as well as for implementing all relevant payments after the final certification of the provided service.
- “Special Committee” is the special interdisciplinary assessment committee provided for in paragraph 3 of article 36 of Law 4837/2021. The three-member special committees will carry out the on-site evaluation of the applicant beneficiaries and will record their grades through the information system using the WHODAS 2.0 questionnaire. The
the beneficiaries of the personal assistant service will be selected based on these grades and they will also be ranked in service grades. - As part of the pilot implementation, a special “Helpdesk” service is operating for prospective personal assistants, beneficiary applicants, eligible beneficiaries, rated entities, recipients and their representatives.
What is the purpose and objective of the project?
The aim of the “Personal Assistant for People with Disabilities” service is for a beneficiary to be supported in his/her routine and to be helped to develop the necessary skills for his/her daily needs, depending on his/her functionality and his/her social and personal factors and work status.
The purpose of this project is to provide specialized advisory support as well as to manage, monitor and actively coordinate all actions that will need to be implemented in the context of the pilot implementation of the “Personal Assistant for People with Disabilities” service.
The complex and multi-level collaboration required between the jointly responsible bodies combined with the innovation of the pilot application is a challenge for the implementation of the project, where the Prospective Contractor comes to fill the management gap and coordinate all the different bodies and users involved and ensure the smooth and on-time implementation of pilot application as a whole.
What are the expected benefits from the implementation of the project?
The expected benefits from the implementation of the project relate to the following:
- Smooth operation of the pilot application, coordination of working groups, public bodies, representatives and liaisons of the beneficiaries, as well as the bodies representing the interdisciplinary evaluation committees and personal assistants.
- Immediate identification of defects and problems that prevent the smooth implementation of the pilot application.
- Immediate response to requests from user groups and reporting to the project operator.
- Coordinating the communication and actions of the multiple stakeholders involved in the project from both public bodies and representatives of user groups such as beneficiaries and their representatives, personal assistants and interdisciplinary evaluation committees.
