What is the object of the project?
The object of the project is the design, procurement, installation and support of a “Wireless communication system for the Fire Service and the National Crisis and Hazard Management Mechanism (Nat-CHAMM)” to meet its operational needs throughout the country more effectively. The system will offer combined voice and data services in network operation. The fundamental features of the system will be availability, reliability, security, quality and scalability. The system consists of telecommunications equipment, hardware and software, which will enable priority-based voice and basic data transmission. It ensures group or individual calls in the field of operations, as well as two-way communication of users with the competent Departments of the Fire Service, at Central (National Coordination Centre for Operation and Crisis Management – ESKEDIK), Regional (13 Regional Centres – PEKE), and Local level (Fire Services / Stations – P.Y., P.S., P.K.). The co-channel radio system will be based on a backbone network, via microwave links, the ‘SYZEFXIS’ and ‘SYZEFXIS II’ networks or other means. It will be used to support the operations of the Fire Service and it aims to provide seamless communications for collaborative crisis management, common situational awareness, information exchange and cooperation with all Fire Service and Civil Protection services and immediate decision making. What is the purpose of the project?
The purpose of this project is the development of an integrated digital communications system and software applications for the management of incidents of the Fire Service throughout Greece. It is necessary to acquire a digital radio communications system that covers with high reliability and resilience the voice communications (Push-to-Talk) of all operational forces and has the capability to transmit important data.
This system will provide the Fire Service with a unified digital communications environment that will enable it to provide its services to the community in a more efficient, safer and more coordinated manner.
What are the expected benefits?
The solution is expected to achieve the following objectives:
- The installation of a private (standalone) digital communications radio system based on an Open European Standard (ETSI) for digital co-channel radio systems;
- The improvement of the cooperation and coordination of the Fire Service at a national level and, by extension, of the Fire Service and other Emergency Services in Greece
- The ability to use available equipment from a variety of manufacturers Declaration Of International Open E -Electronic Competition Above The Borders for the Project “Wireless communication system for the Fire Service and the National Crisis and Hazard Management Mechanism (Nat-CHAMM)”
- Seamless roaming in all operations areas, namely throughout the territory
- Simultaneous voice communication and data transmission to and from the terminals.
- Supporting “closed” user working groups.
- Protection from unauthorized monitoring, interference, (intentional and unintentional), parasitic effects problems;
- Flexibility regarding adaptation to changes in operational and organisational needs;
- Flexibility regarding adaptation to Internet applications;
- Interconnection with the existing applications of the Fire Service
