National Development Programme through the Special Emergency Response Programme and specifically by transferring funds from the "Tourism for All 2022-2025" Project

The “Tourism for All 2025” programme of the Ministry of Tourism, in cooperation with the Ministries of Interior, Digital Governance and National Economy and Finance, aims to directly boost domestic tourism activity and is part of the Government’s broader strategy to support Greek households and businesses against the effects of the global inflationary crisis.

With the “Tourism for All 2025” Programme, beneficiaries can issue an intangible digital debit card, which they can use for their stay in any hotel or accommodation in the country they choose.

The budget of the Programme amounts to 18,335,924.38 EUR.

The terms and conditions of the Programme are detailed in the Joint Ministerial Decision no. 22778/27-12-2024 of the Ministries of National Economy and Finance, Interior, Tourism and Digital Governance Programme on: “TOURISM FOR ALL” for the year 2025 (GG 7219/B/30-12-2024) hereinafter referred to as “JMD”.

The “Tourism for All 2025” Programme is the upgraded digital version of the “Tourism for All 2024” Programme, as it provides:

  • Increased amount of aid for the use of the Programme card during the period of low tourist demand (from the date of issue of the card until 30.04.2025 and from 01.10.2025 until 31.12.2025). Specifically:

Specifically:

  • The amount of 200 € per beneficiary during the period of high tourist demand (1.5.2025 to 30.9.2025) or 300 € during the period of low tourist demand (from the date of issue of the card until 30.04.2025 and from 01.10.2025 to 31.12.2025),
  • The amount of 300 € during the period of high tourist demand (1.5.2025 to 30.9.2025) or 400 € during the period of low tourist demand (from the date of issue of the card until 30.04.2025 and from 01.10.2025 to 31.12.2025) to natural persons:
    • Unmarried or widowed with dependent children, based on the last cleared Personal Income Tax Return 2023 at the time of submission of the application,
    • Married or parties to a cohabitation agreement with three or more dependent children, based on the last cleared joint or separate Personal Income Tax Return 2023 at the time of submission of the application. It is noted that the existence of the above number of children may be invoked once for the purpose of receiving the increased aid.
    • Pensioners of all Funds with a final decision on the award of a pension due to old age until 31.12.2023, who meet the conditions set out in the relevant Joint Ministerial Decision and invitation.
  • The amount of 400 € during the period of high tourist demand (1.5.2025 to 30.9.2025) or 600 € during the period of low tourist demand (from the date of issue of the card until 30.04.2025 and from 01.10.2025 to 31.12.2025) for persons with disabilities of 67% and above and beneficiaries with children with disabilities of 67% and above based on a Decision in force on the date of submission of the application.

In addition, the digital card of the Tourism for All 2025 programme offers:

  • Contactless payment and redemption of the amount of the digital debit card at any accommodation provider (hotels, accommodation, etc.) and at any destination in the country, without geographical restrictions,
  • Immediate reimbursement of providers, which puts an end to waiting and lengthy bureaucratic procedures,
  • Consumption of the amount in one lump sum or in instalments until 31.12.2025, in order to support the choice of holidays outside the high tourist season.

Frequently Asked Questions

Who is the “Tourism for All 2025” Programme aimed at?

Potential beneficiaries of the “Tourism for All 2025” Programme are adult natural persons, who are tax residents of Greece, have submitted a final Personal Income Tax Return by the deadline for submission of returns for the tax year 2023, which has been cleared by the final date for submission of applications and their annual family income falls within the income criteria set out in the table below. Annual family income is the total annual taxable actual or imputed income, as well as the exempt or special taxable income of the taxpayer, his/her spouse and dependent children, from any source. The above income does not include any disability allowance of the beneficiary or his/her dependants which is exempt from tax.

For the purposes hereof, a child is defined as any natural, legally recognised or adopted child and, in general, any child of whom the beneficiary has parental care and custody.

All family members who have a Tax Identification Number and meet the income criteria of the Programme are eligible to apply.

 Are there any categories of citizens ineligible for the “Tourism for All 2025” Programme?

The following are not considered beneficiaries of the “Tourism for All 2025” Programme:

  1. a) Those selected as beneficiaries under the Social Tourism Programme for the period 2024- 2025 of the DYPA, regardless of whether they have used the benefit or not, and
  2. b) Those drawn in the first and second cycle of the Project “Tourism for All for the years 2022-2025″,e. the “Tourism for All 2022-2023” and “Tourism for All 2024” Programmes , regardless of whether they have used the benefit or not.

How to apply for the “Tourism for All 2025” Programme?

In order to proceed with the submission of an application, the potential beneficiary should have previously registered in the National Communication Registry (EMEp), in which he/she should have provided a mobile phone number and e-mail address, so that the mobile phone number and e-mail address he/she intends to provide in his/her application can be verified. A prerequisite for inclusion in the Programme is to submit an application in time in the relevant Application using the credential codes of the General Secretariat for Public Administration Information Systems (taxisnet) on the website vouchers.gov.gr/tourism4all-2025

  • After logging into the application, the applicant should enter his/her contact details in the relevant fields; in particular his/her email address and mobile phone number, which should then be authenticated. Mobile and e-mail details will need to be confirmed according to the application instructions.
  • The applicant chooses whether they wish to use the intangible digital card during the low season with increased subsidy (from the date of issue of the card until 30.04.2024 and 01.10.2025 until 31.12.2025) depending on the group to which the applicant belongs or during the high season (from 01.05.2025 until 30.09.2025) receiving the corresponding amount. Please note that the card can only be used during the periods related to the period selected during the application.
  • Selects the financial institution from which the digital debit card will be issued and applies for its issuance and the crediting of the relevant amount on it.
  • If the applicant or a dependent member of his/her family is disabled at a rate of 67% or more according to the data of the Income Tax Return for the tax year 2023, in which case he/she is entitled to an increased subsidy, he/she can choose from a rolling list of A.M.K.A./P.A.M.K.A./P.A.A.Y.P.A. either the applicant himself/herself, if he/she is disabled, or his/her dependent family member with disability status. For this purpose, the box next to the text “Existence of a disability of 67% or more of the obligor and/or his/her children, as declared during the submission of the tax return for the year 2023” must first be selected. If the applicant does not select A.M.K.A./P.A.M.K.A./P.A.A.Y.P.A. Disabled persons, the application will not be considered for an increased subsidy in this respect.
  • By ticking the relevant box you declare solemnly that you have not been selected as a beneficiary under the Social Tourism Programme for the period 2025 of D.YP.A., regardless of whether or not they have used the benefit, or the first and second cycle of the Project “Tourism for All for the years 2022-2025”, i.e. the “Tourism for All 2022-2023” and “Tourism for All 2024” Programmes, regardless of whether or not they have used the benefit (these Programmes are explicitly mentioned in the relevant screen of the application). The applicant also declares solemnly that the amount of money eventually credited to the digital debit card will be used exclusively to cover the accommodation expenses of him/her and the beneficiary family members and accepts that it is not possible to transfer the amount of money to a third party or withdraw it. Finally, it certifies the accuracy of the data provided and consents to the processing of the application data, as well as the data available from AADE and EFKA for the processing and calculation of the subsidy.
  • After completing the application form, it is necessary to submit the application by clicking on the green “Submit” button.

Alternatively, the interested party can apply for participation in the “Tourism for All 2025” Programme at the Citizen Service Centres (CSCs) either in person or by authorising a representative. It is possible for all stages of the procedure to be carried out by a certified official through the CSCs.

 Attention!

If an Application is successfully entered into the Programme application vouchers.gov.gr/tourism4all-2025 and is placed in the “SUBMITTED” status, it can be deleted and a new one can be submitted until the deadline of the application period. In any case, after the completion of the processing procedure, the application must be resubmitted by clicking on the green “Submit” button.

 How do I declare that I belong to the categories of beneficiaries receiving an increased subsidy?

The only category that requires action within the application is the category of disabled persons (see above). In order to determine the marital status, the number of children, the possession of pensioner status and the fulfilment of the income criteria, which may affect the amount of the subsidy, the information system of the Programme’s application interoperates with the appropriate registers kept by the Independent Public Revenue Authority (A.A.D.E.), EFKA and the National Communication Registry of the General Secretariat for Information Systems and Digital Governance through web services available from the Interoperability Centre. These data are considered final and cannot be modified during the application period.

If the applicant is entitled to an increased subsidy, a Table within the application will inform him/her of the status under which the amount he/she will receive if and when he/she is drawn. In the case of a beneficiary who meets the requirements of more than one of the categories entitled to an increased subsidy, the application will be classified in the category with the maximum subsidy amount.

What does it mean that a disabled person’s status can be invoked once, either by the disabled person or by a disabled person with a child, with a valid Decision of a total disability rate of 67% or more at the time of application, in order to receive a higher subsidy of 400 or 600 € (depending on the selected period of use of the card)?

Submission of an application invoking the status of a person with a disability can be made either by a person with a disability with a valid Decision of a total disability rate of 67% or more at the time of submission of the application, who has taxisnet codes, or by beneficiaries with children with a disability with a valid Decision of a total disability rate of 67% or more at the time of submission of the application.

In the event of a draw of applications with the same declared disabled person’s AMKA number, the amount of the increased subsidy is allocated to the first of the applications claiming this status (based on the serial number of the draw).

What does it mean that the existence of the number of children for receiving the increased payment is possible only once in the case of married or parties to a cohabitation agreement with three or more dependent children on the basis of the last cleared joint or separate Personal Income Tax Return 2023 submitted at the time of application?

Married couples or parties to a cohabitation agreement can submit a separate application, provided they have taxisnet codes, declaring their dependent children. In the event of both applications being drawn, the amount of the increased subsidy shall be allocated to the first of the two applications (based on the serial number of the draw). The second application drawn shall be for a non-increased amount of subsidy.

What are the possible statuses in my application and what do they mean?

  • PROCESSING BY BENEFICIARY: The application has not been finally submitted as the applicant has not pressed the green “Submit” button at the bottom right of the screen.
  • UNDER CONTROL: The application has been finally submitted and the data submitted is in the process of being verified.
  • SUBMITTED: The application is valid and is expected to participate in the draw.
  • APPROVED-AWARDED: The application has been drawn and is awaiting dispatch to the credit institution. More information at this stage is provided in the Payment Table.
  • NOT AVAILABLE: The beneficiary is required to contact the Public Service Phone 210 2150231 (Monday to Friday 09:00-17:00).

What do the status messages in the Payment Table mean?

  • TO BE SENT TO THE BANKING INSTITUTION: This payment will be sent to the financial institution for execution on the estimated execution date.
  • SENT – TO BE PROCESSED BY A BANKING INSTITUTION: This payment has been sent to the financial institution and may take up to ten (10) business days to process.
  • COMPLETED: This payment has been successfully completed.
  • REJECTED: It was not possible to make this payment. In this case, the applicant will be informed by any appropriate means. The beneficiary is required to contact the Public Service Phone 210 2150231 (Monday to Friday 09:00-17:00).

Which financial institutions can issue a digital debit card?

Eurobank and Alpha Bank.

It is not necessary for the beneficiary to be a customer of the above institutions for them to issue the digital debit card.

ATTENTION: The digital debit cards of the Programme operate exclusively for the period selected (low or high season) and expire automatically on 31.12.2025.  No transactions will be possible after this date.

How are the final beneficiaries of the “Tourism for All 2025” Programme selected from the total number of applicants?

After the deadline for submission of applications for participation in the Programme, the potential beneficiaries are placed in two (2) Temporary Tables of Potential Beneficiaries according to the period they have chosen when submitting their application, which include: the Application Code Number and the last four digits of their Tax Identification Number (TIN).

The Final High Season Beneficiaries Table and the Final Low Season Beneficiaries Table for which the digital debit card will be issued is formed by electronic draw among the applications from the above Temporary Tables.

The Final Tables of Beneficiaries and the Tables of those not selected or excluded shall be prepared by decision of the Implementing Body. The Temporary Tables of Beneficiaries and the Final High and Low Season Beneficiaries Tables are posted on the website of the Ministry of Tourism (www.mintour.gov.gr) and on the website of the Implementing Agency (www.ktpae.gr).

After the completion of the settlement of the unused amounts of the second cycle “Tourism for All 2024”, the Final Tables of Beneficiaries will be completed from the Table of non-drawn beneficiaries, until the above unused amounts are exhausted.

What action should be taken by applicants included in the Final Table of Beneficiaries?

After the completion of the draw and the publication of the Final Table of Beneficiaries, the “Information Society S.M.S.A.” transmits to the credit institution or the financial institution the beneficiary’s details and in particular the name, surname, TIN number, e-mail address, mobile phone number and the amount he/she is entitled to receive, which are necessary for the issuance of the digital debit card. The credit or financial institution shall distribute, exclusively electronically, the intangible digital debit cards within two (2) business days of receipt of the relevant file, without entering into a customer relationship with the beneficiary.

The credit or financial institution shall then inform the beneficiary of the procedure to be followed for the activation of the card and the crediting of the money, by sending:

a) A text message (sms) to the mobile phone number declared by the beneficiary in the special application, with integrated instructions for the activation of the digital debit card; and

b) An e-mail to the e-mail address declared by the beneficiary in the special application with an integrated link for the activation of the intangible digital debit card.

After entering the above link, the beneficiary creates a personal password and receives a confirmation code through a new text message (sms), in order to activate the digital debit card with the credited amount.

The digital debit card is used exclusively in electronic transactions or through a device that supports contactless transaction technology, that is, through a website or an electronic platform which allows the direct debiting of the digital debit card upon filling in the relevant details or by using the application on an electronic device that supports contactless transactions through the wireless connection of two devices, by way of simple contact or by positioning them close to each other (NFC – Near Field Communication technology).

Until when can the digital debit card issued by the “Tourism for All 2025” Programme be used?

The digital debit cards of the Programme operate exclusively for the period selected (low or high season) and expire automatically on 31.12.2025 and the execution of transactions with them after this date.

In which businesses can the “Tourism for All 2025” card be used and how?

  • The amount credited may be used exclusively by the beneficiary for accommodation in accommodation establishments that bear accommodation service-related Merchant Category Codes and are based in the Greek territory.

  • Each intangible digital prepaid card is redeemed either once in the same tourist accommodation or in successive tourist accommodations, depending on the available balance, during the period chosen by the beneficiary at the time of submission of the application and until 31.12.2025.
  • Any type of mobile phone can be used during the process of applying for the Programme and activating the intangible prepaid card.
  • However, once the intangible prepaid card is activated, in order to be used at a POS terminal, it must be connected to Apple Pay or Google Pay services and used on a smartphone that supports NFC transactions.

Alternatively, it can be used by submitting its data to appropriate accommodation provider websites even without the use of NFC technology.

  • In case of rejection of a transaction with the Programme’s card, the beneficiary should contact the credit institution that issued his/her card (Alpha Bank www.alpha.gr or Eurobank (www.eurobank.gr), in order to be informed about the reason for the rejection of the transaction, as the Programme’s Support Centre does not have access to bank transaction data.

ATTENTION: The transaction for which the card will be used should be exclusively for the stay and not for other charges e.g. meals, drinks, activities etc.
