What is the object of the project?

The object of the project consists in making sure that the Archaeological Cadastre utilizes state-of-the-art IT technologies and —with a view to meeting the needs at hand in a fast, safe and reliable manner— the new functionalities and services of the Directorate for the Management of the National Archive of Monuments and of the Ministry of Culture in general. The project will be implemented using best practices and cutting-edge technologies, always with a view to presenting the quantity and quality of Greece’s cultural heritage in an integrated manner and promoting it online, as well as providing online services to all interested citizens, investors, and public and private sector entities. As part of the project, the logistics infrastructure and software applications of the Archaeological Cadastre Integrated Information System (IIS) will be upgraded. The new functionalities to be developed will expand the capacity of the Archaeological Cadastre, so that it is able to meet the additional needs in terms of capacity, speed, workload and user traffic.

The upgrade will include:

  1. Adapting the database to a cloud-native architecture.
    b. Upgrading and enhancing the Archaeological Cadastre IIS by adding new functionalities.
    c. Upgrading and enhancing the Archaeological Cadastre IIS web portal by adding new functionalities.
    d. Upgrading and expanding the architecture of the Geographical Information System (GIS) and of the geographical information database.

The Contractor will have to do at least the following tasks as part of the project:

  • To obtain all necessary permits, in order to cover all the needs of the existing Archaeological Cadastre information systems.
  • To upgrade the existing ARCGIS licenses and add new software licenses for the GIS.
  • To develop/optimize existing and new functionalities.
  • To upgrade the Archaeological Cadastre web portal and add new features and an automatic translation tool.
  • To upgrade the procedures and security level by setting up and implementing a new Security Policy.
  • To implement new integrated interoperability services.
  • To provide training services.

What are the purpose and objectives of the project?

The individual objectives of the project are:

  • To ensure the digital transformation and upgrading of the Archaeological Cadastre by adding state-of-the-art and innovative IT technologies and thus streamline its efficiency and effectiveness, in order to provide a modern environment for the digital presentation and documentation of all the archaeological and architectural treasures of Greece’s monuments.
  • To support the Directorate for the Management of the National Archive of Monuments with its effort to plan and reform its procedures in accordance with its priorities, with due account taken of the initial conditions and of the increasing needs to arise as the Archaeological Cadastre matures and those related to its normal operation, its continuous enhancement and its expansion in terms of content and services.
  • To support the Directorate for the Management of the National Archive of Monuments with the setup and implementation of appropriate procedures and methodologies through a state-of-the-art technological environment, with due account taken of good practices and lessons learned from its operation so far, in order to address the growing needs for smooth planning and implementation of public works and increased investments in Greece.
  • To make sure that the Archaeological Cadastre and the Ministry of Culture and Sports contribute towards the broader effort made to fully implement the National Cadastre, to set up a Land Bank and other related platforms for the management and utilization of public property.

What are the expected benefits of the project?

The implementation of this project will contribute decisively to the technological and operational modernization of the Archaeological Cadastre and to the enhanced productivity of the Directorate for the Management of the National Archive of Monuments in carrying out its task of supervising and protecting Greece’s cultural heritage in an integrated manner. In the internal environment of the project, the benefits will be apparent to the direct stakeholders, including:

  • simplification of procedures;
  • savings in terms time;
  • savings in terms the man-hours required to carry out the required procedures. Moreover, the benefits from the implementation of the project, primarily for the final beneficiaries, include:
  • ensuring the interoperability of systems and providing digital services;
  • providing better quality and higher added value services to investors, public administration, local government and professional bodies, by making available valid and organized administrative, archaeological and geospatial information on the spatial planning of areas with monuments;
  • presenting the quantity and quality of Greece’s cultural heritage in an integrated manner and promoting it online, as well as providing online services to all interested citizens, investors, and public and private sector entities;
  • reducing the time required to handle requests;
  • optimizing the digital management of cultural heritage, removing bureaucratic bottlenecks, providing direct services to citizens and reducing the average time required to handle cases;
  • ensuring transparency and reliability. The digital modernization of the Archaeological Cadastre is expected to streamline its internal organization and the conduct of its operations, as well as to make things easier for direct stakeholders.
