What is the object of the project?

The object of this project is the comprehensive digital transformation of the procedures for examining citizenship cases of the Greek General Secretariat for Equality, through the upgrade of the existing information system for managing Citizenship cases. It aims to fully serve the needs and improve the user experience of citizens, General Secretariat for Equality staff, as well as all collaborating bodies, in the context of the collection and control of the necessary documents and information.

The main axes of the upgrade of the existing Citizenship information system are the modernisation of the Citizenship Affairs Management system, the implementation of an applicant Digital Vault system, which will be assisted by the Applicant Query Management subsystem, the smart service subsystems, the User Management subsystem and the Business Intelligence subsystem.

The upgraded Citizenship Case Management system will constitute the central information system for the employees of the services of the General Secretariat for Citizenship to efficiently manage all information (documents, data, procedures) regarding applicant cases.

In essence, the above system will upgrade the existing Citizenship Case Management system, expanding its functionality, automation, interoperability and auxiliary tools, while simultaneously upgrading the security of applicants’ data and the organisation’s ability to intervene at specific points of the procedure by utilising the provided configuration tools.

The upgraded Citizenship Case Management system will draw on information and documents submitted by interested parties and third-party services and will route them, based on the applicable legislation, to the individual organisational structures of the General Secretariat for Equality in order to complete the steps of the procedure, integrating the ability to use digital signatures.

The Digital Vault will function as the central channel for transactions with applicants. Through the Digital Vault, the interested party will be able to upload digitised documents, update existing files and make automated requests to third-party services, gathering all the necessary information in it, for the entire duration that their vault is active.

Additionally, in order to solve issues and inform interested parties regarding their requests, the possibility of submitting questions to the individual services of the General Secretariat for Equality will be offered through the Query Management subsystem. The system will record the individuals’ enquiries and forward them to the General Secretariat for Equality services to be answered. The collection of the necessary information and supporting documents from third-party services will be carried out mainly through the interoperability of the system with the information systems of the bodies. For third-party services that do not have an information system that supports relevant interoperability, the Third-Party Services Access subsystem will be utilised.

For the supervision and utilisation of the data generated via the execution of the citizenship process in real time by the executives of the General Secretariat for Equality, a Business Intelligence infrastructure will be implemented.

What are the purpose and objectives of the project?

The purpose and objective of the contract is the comprehensive digital transformation of the procedures for examining citizenship cases of the Greek General Secretariat for Equality, through the upgrade of the existing information system for managing Citizenship cases. It aims to fully serve the needs and improve the user experience of citizens, General Secretariat for Equality staff, as well as all collaborating bodies, in the context of the collection and control of the necessary documents and information. The digital transformation of the relevant procedures also aims to increase productivity as well as save significant resources of the Secretariat, improving the services provided and the overall user experience of all those involved.

By using cutting-edge technologies and innovative methods of process automation and artificial intelligence technologies, this project aims to strengthen transparency, inclusion, accessibility, and the protection of privacy and data of transactors. Thus, access to Greek citizenship procedures is further facilitated in a digital, automated and standardised manner.
