What is the object of the project?
The project will develop all the necessary information and technology mechanisms and provide the required services in order to achieve the overall
project targeting.
Specifically, it includes the following:
- Centralised systems for managing citizen data, consent and alerts
- Centralised Payment and Benefits Management System with ability for payments
- Channels for user interaction with the system via the internet, call centre while the use on mobile devices will be ensured through interoperability with the Gov.gr wallet,
- Regional systems for interoperability, rules and information
- Ability to present a Debt for archiving
The project also includes any services, systems and infrastructure necessary for the successful implementation and operation of the project such as project management and quality assurance services, implementation study, training, pilot and production operation and warranty/maintenance, other special studies that will be required, etc.
What are the purpose and objectives of the project?
As mentioned above, the two main pillars of the Information System that will be built are, on the one hand, the service of citizens for the timely and secure servicing of their debts and, on the other hand, the implementation of social / political interventions in the form of temporary or long-term benefits. Both these pillars demonstrate the need for a centralised Integrated Digital Payments Portal.
Through the Portal, Citizens can access:
- Pending financial affairs from multiple beneficiaries (Municipalities, Insurance Institutions, Cadastre, AADE etc.) that are active.
- Their payment history – what debts they have settled and when.
- Information concerning offsets or settlements.
- The available ways of informing them of these obligations (sms, mobile app notification, e-mail, etc.) and to be able to change them.
- The immediate or scheduled payment of their debts with ease and security.
On the other hand, the public sector is gaining new possibilities that are not easily available at the moment:
- Single view of all debts and benefits
- Facilitate the entities to pay, get paid and monitor payments,
- Better visibility and collectability of revenue for each entity, with uniform reports
- Save on bank charges with all payments in one place, as part of the digital portal gov.gr
- Access to measurable KPIs, forecasting needs, cross-checking and identifying anomalies
The present contract is intended to solve the problems mentioned above and to provide all the advantages of a Centralised Integrated Financial Portal for the Public Sector, the Digital Payments Portal.
