What is the object of the project?
The scope of the project concerns all the necessary actions for the design, creation and operation of the Information System for the Independent Supervision of Local Authorities (OTAs).
The Information System of the Independent OTA Supervision Service aims to manage the state supervisory system over local government as defined in the relevant provisions, to ensure quality and transparency in the exercise of state supervisory work, to monitor procedures, to store documents and to ensure their standardisation. The scope of the supervision is summarised in ANNEX VII – SCOPE OF THE AUDIT.
What is the purpose of the project?
The Independent OTA Supervision Services were first provided for by Law No. 3852/2010 (Kallikrates Programme) in order to implement administratively the constitutional provision of Article 102 on the exercise of state supervision over local authorities. The aim of the introduction and operation of the proposed Integrated Information System in the Independent OTA Supervision Services is the transparency and accountability of state action in the exercise of supervision of local government action. The development of an integrated information system for the supervision of the acts of local government and elected officials is proof of the state administration’s use of integrated modern technologies in the exercise of its constitutional requirements.
Therefore, the IIS should provide users with a self-contained environment that offers full enjoyment and fulfilment of their work and administrative needs, without the need to go to another platform or link to get information on matters within their competence.
