What is the object of the project?

The object of the project consists in developing a maritime recruitment information system for the Digital Transformation of the Crew List, and of an e-Register of Maritime Recruitment, through the combined digitization of all crew list-related actions into a web-based application, the development of interfaces and interoperability with third-party systems, as well as the development of an administrative information system.

What are the purpose and objectives of the project?

The purpose is to develop an integrated information system to cover the entire statutory spectrum of the maritime recruitment process, providing additional benefits to stakeholders through interoperability with existing systems, aggregated data via a Business Intelligence (BI) system, as well as an organized and updated register of (active) seafarers serving on board Greek-flagged ships (in accordance with the more specific details provided in the different sections of this document). The contractor will undertake to implement the present contract in its entirety by providing design, software development, testing and pilot operation services, as well as horizontal services such as project management and training activities, always in cooperation with the Contracting Authority.

The present contract may not be broken down into different parts, as it concerns providing services which require simultaneous and parallel implementation of a number of Work Packages and actions that are interrelated and entail synergies and must, therefore, be dealt with in an integrated and uniform manner.

The contractor to be selected will have to provide coordination and support for the implementation and monitoring of the individual Work Packages and actions, which will be implemented simultaneously at multiple levels and will entail the simultaneous involvement of a large number of structures and directorates. Therefore, the uniform and parallel planning, organization and coordination of the individual structures is a decisive factor for the effective and successful implementation of the project, which can only be ensured by having the present contract implemented by one contractor.

What are the expected benefits of the project?

By implementing this plan, the Ministry of Shipping will have completed an important project that will affect all those working as seafarers, with emphasis on ships required to keep a Crew List in accordance with Article 47 of the Greek Code of Public Maritime Law and any subsequent relevant provisions, and therefore all stakeholders.

More specifically, the e-Crew List will ensure that:

  • Maritime recruitment procedures are simplified and transparent.
  • Maritime recruitment data are recorded immediately and correctly.
  • Seafarers are provided with direct access to data relating to their maritime service.
  • All stakeholders have direct access to maritime recruitment data, including relevant registers, as well as any historical changes, if available.
  • Correct and accurate information is provided thanks to the development of a e-Register of Maritime Recruitment with regard to all relevant data, also allowing for setting up sub-registers.
  • The work of public sector entities relating to issuance, control, record-keeping, clearance and other pertinent actions associated with crew lists, as well as all relevant actions that can be interconnected, is carried out.
  • The competitiveness of Greek shipping and of the Greek flag is strengthened by making a previously hard-copy and ‘analogue’ procedure simpler and more accessible.
