What is the object of the project?

The object of the project is to upgrade the knowledge base of personnel structures through the development and installation of an electronic training platform, as well as to develop and integrate appropriate training content therein.

The project involves the organisation of training activities in the following target groups:

  1. The human resources of the Unified Coordination Centre for Operations and Crisis Management (UCCOCM).
  2. Human resources in local authorities.
  3. Volunteers in voluntary civil protection organisations and exchange of practices with foreign bodies.
  4. Operations Support Personnel of the National Crisis Management and Risk Management Mechanism.
  5. Groups of citizens throughout the entire disaster and risk cycle.
What is the purpose of the project?

In the framework of restructuring the National Crisis Management and Risk Management Mechanism and in accordance with the provisions of the applicable Law 4662/2020 (Article 5) and the provisions of the NSRF 2021-2027, the increased risks and the absence of a reliable and well-coordinated crisis management mechanism make it necessary to implement actions, aiming at the optimal response of the General Secretariat for Civil Protection (GSCP) and the parties involved in all disaster management phases. In addition to the actions related to the upgrading and modernisation of the mechanical equipment (including intelligent systems) of the GSCP and relevant bodies, special emphasis is also given to actions pertaining to the upgrading of the personnel’s skills, as well as related actions for raising awareness among Greek citizens.

At the same time, pursuant to the provisions of the applicable Law 4662/2020 (Article 39) and in accordance with the NSRF 2021-2027 programme, it is deemed appropriate to upgrade the knowledge base of personnel structures through theoretical and practical training activities, further training and instruction regarding new developments in the Civil Protection and crisis management sectors. Specifically, the role of the provider of skill improvement actions may be performed by the National School for Crisis Management and Risk Management currently being established, through the operation of the Civil Protection Academy and the Fire Academy.

Therefore, it is considered necessary to create a mechanism for upgrading the technical skills of the personnel in the bodies involved.

What are the expected benefits from the implementation of the project?

The proposed investment to upgrade the personnel’s skills will contribute significantly to the development of technical knowledge in the relevant bodies. Moreover, it may lead to great benefits in achieving the operational objectives of the GSCP for raising awareness among citizens; it is expected to contribute significantly to the development of the personnel’s skills and technical knowledge at the Fire Service, the GSCP and other relevant civil protection bodies.

In combination with the modernisation and upgrading of the country’s mechanical equipment, the proposed investment will contribute to the creation of a single and up-to-date national crisis management system that will cover the entire disaster and risk cycle (prevention, preparedness, response, rehabilitation), taking into account the needs of all citizens, including those with disabilities (provision of information, individual emergency plans, accessible infrastructure, etc.).
