With strict adherence to the demanding timetable and full compliance with the provisions of L. 727/2020 on “Digital Governance”, the “Information Society S.A.E.”, proceeded with the signing of twenty (20) executive contracts with the contractors of “SYZEYXIS II”, a project of the Ministry of Digital Governance, which has been identified by the State as a milestone project for the e-government of the country and the digital transformation of the public sector.
Specifically they were signed by, Stavro Asthenidi, CEO of I.S. M.A.E, Lykourgo Antonopoulo, Director of ICT Sales for landline and mobile telephony of “OTE S.A.”, Hermann Riedl, General Manager of Corporate Clients and Digital Transformation of “WIND AEBE”, Panagioti Georgiopoulo, Vice President and CEO of FORTHNET S.A. E and Mrs. Aikaterini Stathaki, General Manager of VODAFONE BUSINESS, the twenty (20) executive contracts of the project “SYZEYXIS II” for the Subproject “Telecommunication Services Islands 1 – 8” for a total budget of €323.594.375,66 (including VAT). The contractors of the project are the companies: OTE A.E. (172.235.782,11 €), WIND A.E.B.E. (45.932.117,08 €), FORTHNET Α.Ε. (42.039.359,41 €), VODAFONE PANAFON AEET (63.387.117,07 €)
The sub-project “SYZEYXIS II – Telecommunication Services of Islands 1-8”, concerns the design, installation, configuration and operation of a set of upgraded telecommunication services of access and telephony, for a period of 36 months, from their implementation, to the operators belonging geographically to each of the 8 Islands (a total of more than 34.500 operators), within the framework of the Public Sector Network.
The following will be succeeded with the implementation of the project:

- The provision of access service to the operators belonging geographically to the 8 Islands using existing or new optical infrastructure of the Providers and speeds exceeding 1GBps, according to the needs of each operator
- The provision of a distribution service to interconnect the Operators of each Island and aggregate them into distribution points (PoPs) via multiple 10Gbps circuits

- The interconnection of each Island’s central distribution nodes to the central backbone infrastructure of the network – the SIX.
- The provision of On-net telephony service (free between operators) and Off-net telephony service to the Island operators, with prepaid external (Off-net) telephony costs

- The provision of backup access connections to a specific category of Operators
- The provision of xDSL-type connections to at least 375 existing wireless access points for the public (Public Hotspots)
The aim of the project is to deploy “intranet” communication within “SYZEYXIS II” completely free of charge, thus giving the state coffers a significant saving on the telecommunication costs of the public sector. According to the timetable, the implementation of most of the physical scope of the signed contracts is expected to be completed in 2021.
It is worth noting that the specific executive contracts of the “SYZEYXIS II” project were signed digitally, as the I.S. M.A.E. is one of the first Public Sector Organizations, which acquired the ability to issue electronic public documents, either in original or exact copy form. This saved thousands of pages of paper and significant man-hours, both from I.S. M.A.E. and from the contractors of the projects.
After the signing of the executive contracts, the CEO of I.S. M.A.E. For his part, the General Manager of Projects of I.S. M.A.E. Mr. Dimitris Ginatsis said that: “The signing of the 20 executive contracts is the culmination of another demanding internal procedure of the mega-project “SYZEYXIS II” and at the same time the start of the implementation of this important sub-project, for which the team of I.S.SA is ready to respond to the fullest extent, in close cooperation with the contractors of the projects and our partners”.
The “SYZEYXIS II” project concerns the creation of the Public Sector Network (pursuant to Law 3979/2011), with the main objective of providing a set of upgraded telecommunications services to all General Government entities for three consecutive years, thus providing coverage to 34,500 public sector entities, as well as wireless telecommunications services. It is a continuation and extension (quantitative and qualitative) of the existing National Public Administration Network “SYZEYXIS”, which currently covers only 4,500 points of presence of institutions. With the completion of “SYZEYXIS II”, all public institutions will have upgraded telecommunications services, with a drastic increase in internet access speeds and modern access/security/telephony/teleconferencing equipment, thus offering even more and better services to the citizen. At the same time, for the first time the Greek State will know exactly how much money it spends on the communication needs of its agencies (landline, mobile and internet).
