What is the object of the operation “Simplification and Standardization of the Procedures of the PPP Unit”?
a) the standardization of the procedures for the improvement of the administrative function of the General Secretariat for Private Investments and Public-Private Partnerships (GSPI & PPPs); and
(b) supporting its role in promoting the implementation of projects through PPPs, facilitating public bodies in PPP projects and selecting the most suitable private partners for PPP projects approved by the Inter-Ministerial Committee for Public-Private Partnerships (ICPPP).
More specifically, the project includes the provision of advisory services to GSPI & PPPs on specific issues for infrastructure projects or services to be implemented with PPPs, both during the preparation process and during the tender and monitoring process. The proposed advisory services will focus in particular on supporting the reform of the PPPs.
What necessities does it cover?
In accordance with its founding law, GSPI&PPPs provides to the Public Bodies that wish to implement infrastructure projects / PPP services, the possibility of inclusion in the relevant Law 3389/2005 and facilitates the cooperation with private bodies, which will undertake the implementation and financing.
The Public Bodies intending to proceed with a PPP must submit a proposal to the General Secretariat of the GSPI&PPPs, which will be accompanied by the necessary information to substantiate the feasibility of its implementation. These data should provide a reliable picture of the project and the funding required for its overall lifespan.
This requires a detailed financial analysis, especially in the case of compensatory projects, where the risks of demand and estimated revenue must be taken into account.
For this reason, it is necessary to standardize the procedures of the GSPI&PPPs at a legal, operational and organizational level, in order to meet its operational obligations arising from its aforementioned institutional framework.
After the implementation of the Act and through the standardization of the procedures both during the implementation phase of a project and during the monitoring of the Contract, simplification will be achieved in all procedures of the PPP method, leading to faster project implementation times, better preparation for the duration of the tender procedures and attraction of a larger number of public sector bodies that declare an interest in being included in Law 3389/2005 on PPPs.
What are the projects included in the design of the Act?
The Act includes the following 5 Sub-projects:
- “Development of General Methodology and Standardization of Procedures for the implementation of PPP projects for health infrastructure, education infrastructure and energy saving” includes actions such as:
- Development of a standard cost model for different categories of projects, which analyzes the costs of construction, design, maintenance and other project cost-accounting data.
- Development of a standard financial model for different categories of projects.
- Recording and grouping of legal and institutional issues that may arise and whose resolution/coverage is a prerequisite for the implementation of projects as PPP projects, by category.
- Preparation of standard guides for the preparation of proposals by the Public Bodies for different project categories, for which they intend to proceed to a PPP in accordance with Law 3389/2005. Through this methodology, which aims at delivering reliable and well-structured proposals for PPP projects by the Public Bodies, the administrative capacity of GSPI&PPPs is improved.
- Preparation of standard guides for the evaluation by the GSPI&PPPs of the proposals of the Public Bodies for different project categories, for which they intend to proceed to a PPP in accordance with Law 3389/2005.
- Standardization of procedures through the drafting of tender document templates as well as draft contract templates for potential PPP projects.
- Standardization of technical specifications by project category. Drafting of a standard monitoring procedure for various categories of projects, where the GSPI&PPPs and the Public Bodies will be able to control (i) the progress of the project implementation and (ii) the fulfillment of the contractual obligations of the Private Partnership Body.
- ”Design and installation of IIS for the management and monitoring of PPP projects”. It includes actions such as a requirement analysis study, software tools, user training and operational support.
- Refers to Supply of equipment for the needs of Sub-project 2.
- “Development of General Methodology and Standardization of Procedures for the implementation of PPP waste management projects”. It includes actions such as Sub-project 1 for the implementation of PPP waste management projects.
- “Development of General Methodology and Standardization of Procedures for the implementation of PPP road infrastructure projects”. It includes actions such as Sub-project 1 for the implementation of PPP road infrastructure projects.
The application of the above categories as provided for in 1, 4 and 5 may be extended to the whole range of project categories. e.g. in courthouses, public buildings, etc.
What are the expected benefits?
Optimizing the functioning of the GSPI&PPPs and supporting its work on the planning, development, implementation and monitoring of PPP projects by public sector services while strengthening their administrative capacity to respond to such projects, with a view to achieving the desired developmental, economic, environmental and budgetary benefits resulting from the implementation of PPP projects.
The beneficiary population is indirectly dependent on the dissemination of potential PPP projects to be implemented in all regions of the country.
How is it funded?
The Project is funded by the Operational Program “Public Sector Reform 2014-2020”, within the framework of the NSRF, by the ESF and by National Resources.
