What is the “Human Resources Management System” operation?
The object of the “Human Resources Management System” operation is the analysis, design, development, parameterization, implementation and application of an integrated Human Resources Management System (HRMS) for Public Administration, which will be used to design, implement and monitor policy and strategy decisions for issues related to human resources and to support the planning, implementation and evaluation of the unified human resources management policy in Public Administration.
The implementation of this system will serve 2 basic needs:
- The need for the Ministry of Administrative Reconstruction (MAR), as well as the other Ministries, to have quality HR elements in public administration, so as to facilitate decision-making and policy-making.
- The need for every organization to have a human resources management system that will eliminate bureaucratic procedures, saving time and reducing costs.
What does the project “Management and support services for the Human Resources Management System” pertain to?
This Project is part of the overall intervention entitled: “Human Resource Management System (HRMS)”, which has been included in the OP Public Sector Reform under Code OPS 5063740 and which will be implemented through its Sub-Projects.
The Project is funded by the Operational Programme “PUBLIC SECTOR REFORM”, within the framework of the NSRF, by the ESF and by National Resources.
The constant requirement for the modernization of Public Administration makes the effective management of the available human resources necessary, in order to leverage and increase the productivity of the Public sector, to improve the structures, to strengthen the profile of public servants and to adopt modern administrative practices in general. The need for more effective monitoring and the implementation of a policy for human resources utilization requires the promotion of specific actions, in particular:
- Design actions, in order to refine, structure and systematically define the new standard operating environment of the Administrative Directorates. The main objective of the design projects is to focus on the future operation of organizational structures related to human resources, to propose alternative ways of supporting its strategic development, to strengthen the horizontal character of human resources management through the communication of the central unit with the regional directorates of organizations and, overall, to serve the integration of the HRMS Services in all Bodies, recognizing their common needs.
- Research actions,in order to record and analyse the existing situation regarding the utilization of HR Management applications and systems by individual Public Administration Bodies.
- Operational actions, concerning bundles of work related to development and implementation, so that the presence of the HRMS can contribute to the maximum possible extent to the modernization in terms of the infrastructure and services of the Administrative Directorates of Public Administration Bodies.
- Educational actions, in order to upgrade the knowledge level and skills of employees dealing with HR Management and to improve the level of ICT utilization in issues related to personnel management.
- Communication actions, in order to promote the capabilities and benefits of the HRMS Services to Public Administration Bodies.
- Supporting actions,for the integration and full operational utilization of the interventions in the daily (inter)operation of Bodies.
The main points specified for the business operating model of the Human Resources Management System are the following:
- The operation of the HRMS will be provided to Public Administration Bodies in the form of a Service (Software as a Service), on the basis of a predetermined Service-Level Agreement (SLA).
- The HRMS will interoperate with the existing infrastructure (e.g. the Supreme Council for Civil Personnel Selection – ASEP), as well as with ongoing projects (e.g. Government ERP).
- The bodies that do not possess HR Management applications will utilize the Services provided by the System for the management of their Human Resources.
- Any bodies that decide not to use the HRMS, but to keep the applications they are already using, will be obliged to send data regarding the status of their personnel to the HRMS. Interoperability will be supported in the framework of Sub-Project 3 of the Operation.
- All basic organizational and personnel data of the Public Administration Bodies will be collected in the HRMS, regardless of whether the Bodies utilize the HRMS Services or interoperate with them, and relevant reports will be produced.
In the above context, the most important challenge that the project will have to face concerns the setup of elements, data, as well as attitudes, which come from different and heterogeneous Public Administration Bodies, as part of a single Systemic Approach regarding Human Resources Management in the Public Sector.
It is recommended for the HRMS to interoperate with a series of existing applications and Information Systems, the object of which pertains – to a lesser or greater extent – to the Administration, Management and development of Human Resources in Public Administration.
What is the object of the present contract?
The object of this Project is the provision of Management and Support Services for the Human Resources Management System of the Public Sector. The presence of the specific Project is of great importance for the effective implementation of the Operation, as its concerns both the configuration of an appropriate “operational” and “administrative” environment for the implementation of the Project, and the promotion of its results and the provision of support to the Bodies for their utilization.
The operation entitled “Human Resources Management System – HRMS” concerns Human Resources, the most important resource of Public Administration, and in this sense it is of crucial and pivotal importance when it comes to the modernization of the latter and the country’s development. At the same time, the Operation’s character and “nature” make it particularly complex and demanding, in relation to and on the basis of a series of factors – challenges concerning the following:
- The Project’s Environment, in particular the Project implementation process, concerns a series of:
- Stakeholders, namely:
- The General Secretariat for Human Resources in the Public Sector, as Developer.
- The Ministry of Digital Governance, as the Project’s Funding Body.
- Information Society SA, as Final Beneficiary.
- All Public Administration Bodies (Central and General Government), as beneficiaries – users.
- The Public Administration Bodies with which the HRMS will have to interoperate.
- The Contractors of Sub-projects 2 and 3 of the Operation.
- Regulatory and administrative provisions, which must either be abolished, amended or established in the framework of the Project’s implementation.
- Initiatives to be undertaken and procedures to be followed.
- Applications that are already being used by a subset of Public Administration Bodies for HR Management.
- Stakeholders, namely:
- The Administration and Management of the Overall Operationin order to ensure interdependencies and the effective implementation of the Project.
- Ensuring the Quality of the Deliverablesthat will be produced within the context of the Operation.
- The Description of the Requirements and the Content of the Executive Contracts, which will have to be concluded in order to ensure the interoperability of the HRMS with HR Management Applications used by Public Administration bodies.
- The need for Promotion and Communication, the significance, the content and the results of the Project, both in the internal and external environment of Public Administration.
- The need to support the Public Administration Bodies that will choose to utilize the Services that will be provided within the framework of the HRMS for the Administration and Management of their Human Resources.
In this context, the Project’s Contractor is called upon to provide appropriate Human Resources and the necessary infrastructure, as well as to proceed to the actions described in the relevant tender in order to ensure the holistic and effective implementation of the Operation, for the effective Management and Development of Human Resources in Public Administration.
