What is the “Digital Transformation of Small and Medium-sized Enterprises” Action?
The project is an Action to support small and medium-sized enterprises for the purchase/utilization of digital products and services and their overall support for their digital transformation. Investments will target technologies and services that promote the digitization of small and medium-sized enterprises, in particular electronic payments, e-sales and electronic invoicing applications, digital advertising tools, remote working systems, business analytics, digital skills upgrading, services of backing up data and restoring them in the event of a disaster, artificial intelligence, the Internet of Things, providing comprehensive solutions for contactless service, cybersecurity systems, cloud computing infrastructure and services, models and industrial data platform software, upgrading the cash registers and the POS ecosystem.
The action is implemented within the framework of the National Recovery and Resilience Plan “Greece 2.0” with the funding of the European Union – NextGenerationEU.
The total budget of the project amounts to four hundred forty-two million, four hundred and forty thousand euros (€442,440,000).
The Action is divided into three (3) individual State Aid Programs:
– Program I: “Digital SME Tools”
– Program II: “Development of Digital Products and Services”
– Program III: “Digital Transactions”
What is Program I: “Digital SME Tools” and what is its purpose?
Purpose of Program I: “Digital SME Tools” is the enhancement of the digital maturity of the country’s small and medium-sized enterprises (SMEs), which operate in a wide range of sectors of the economy.
Through Program I, the participating enterprises may receive grants in order to
- modernize their productive, commercial and administrative functions;
- upgrade the method of communication and cooperation and introduce new forms of a hybrid workplace,
- digitize electronic transactions with customers and partners, including e-commerce;
- increase the level of security and trust in electronic transactions through the use of new digital products and services.
To this end, Program I: “Digital SME Tools” will provide vouchers that will be available for the acquisition, through purchase or lease, of new digital products and services. The Program will be activated for the submission of applications by both the potential Beneficiaries and the participating Suppliers on Wednesday 22 June 2022, and the terms and conditions of the Program are analyzed in the relevant Call by the Implementing Body, taking into account the provisions hereof and without prejudice to the application of the rules of Regulation 1407/2013 (De Minimis, as applicable).

What is Program II: “Development of Digital Products and Services” and what is its purpose?
Purpose of Program II: “Development of Digital Products and Services” means the enhancement of the digital production capacity in the country with new products and services, and the strengthening of the extroversion of the Greek Enterprises active in the production and distribution of digital products and services.
The Program II: “Development of Digital Products and Services” reinforces investment projects for the development of new products and services falling within the IT and communications industry, aiming at:
- strengthening sound entrepreneurship through the appropriate use of ICT;
- strengthening the IT sector (in terms of competitiveness and extroversion).
- the creation of new digital products and services of added value with a strong commercial perspective and sustainability.
To this end, Program II: “Development of Digital Products and Services” will provide aid, in the form of grants, for the implementation of investment projects covering the entire development cycle of new digital products and services, including:
- Preparatory activities (indicative: market research, feasibility study, acquisition of new knowledge and skills for the development of new products),
- Development Activities of new digital products/services,
- Complementary activities for commercial use of new products and services
The Program will be activated for the submission of applications by the Potential Beneficiaries on Wednesday 22 June 2022, and the terms and conditions of the Program are analyzed in the relevant Call by the Implementing Body, taking into account the provisions hereof and without prejudice to the application of the rules of General Exemption Regulation (G.A.K. 651/2014, as in force).

What is Program III: “Digital Transactions” and what is its purpose?
Purpose of Program III: “Digital Transactions” means the adoption of modern digital tools that support the procedures of invoicing, issuing tax documents and making electronic payments. Program III is aimed at small and medium-sized enterprises operating in Greece and is expected to contribute to improving the productivity of SMEs, increasing the security of transactions and strengthening their tax compliance.
The Program will be activated for the submission of applications by both the potential Beneficiaries and the participating Suppliers on Wednesday 22 June 2022, and the terms and conditions of the Program are analyzed in the relevant Call by the Implementing Body, taking into account the provisions hereof and without prejudice to the application of the rules of Regulation 1407/2013 (De Minimis, as applicable).
