The 41th meeting of the cross-party Committee which took place on Friday 13 November, on the implementation of the “SYZEYXIS II” project, can well be described as a “landmark” meeting. This is because the cycle of approvals for all calls for proposals announced so far by the Information Society SA for “SYZEYXIS II”, which has been characterized by the State as a project of significant economic and technological value, by the Ministry of Digital Governance, has been completed.
Thus, after almost 8 years of operation, since the Inter-party Committee was established in 2012 and 41 meetings, it has successfully completed its admittedly very demanding work, in the midst of many difficult and unprecedented conditions for the country. It is worth noting that the meeting of the Cross-Party Committee, due to the conditions of the pandemic, was held online for the first time, through the digital platform of the Ministry of Digital Governance e:Presence.gov.gr
The meeting concerned the approval of the conducted tender procedure, the awarding of the result to the contractors and the approval of the draft executive contracts for twenty-one (21) sub-projects of “SYZEYXIS II”. Twenty (20) of these within the framework of the project of Telecommunication Island Services 1-8 and one (1) within the framework of the project of Wireless Island Services for the provision of bulk SMS messaging by Public Administration Bodies.
Present at this meeting from the Information Society S.A. were Mr. Stavros Asthenidis, CEO of I.S. S.A., Mr. Dimitris Giantsis, General Manager of Projects, Mr. Charis Stellakis, Director of the Infrastructure Support Division, Mr. Vaggelis Thomopoulos, Project Manager of the Infrastructures for SYZEYXIS II, Mr. Themis Pappas Project Manager of the Telecommunication Islands project and Mr. Dionysis Protopapas, legal advisor of I.S. SA.
The meeting was initiated – in the absence of the Minister of State and Digital Governance and Chairman of the Cross-party Committee, Mr. Kyriakos Pierrakakis – the Deputy Chairman of the Commission and Secretary General of Public Administration Information Systems, Mr. Dimosthenis Anagnostopoulos, presenting the current status of the project, noting the necessity of its implementation and briefly informing about the agenda of the session.
Mr. Stavros Asthenidis, CEO of I.S. SA, taking the floor, stressed the importance of “SYZEYXIS II”, both for I.S. SA and the Greek State, as well as the company’s commitment to its successful implementation.
then the General Manager of Projects of I.S. S.A. Mr. Dimitris Giantsis pointed out the important developments that have occurred since the previous meeting of the Cross-party Committee and to date in the project and noted with satisfaction that with this meeting the cycle of approvals for the project calls that have so far been announced by I.S. SA is completed. Finally, the Director of the Infrastructure Support Division of I.S. S.A., Mr. Charis Stellakis presented and analyzed to the committee members the agenda of the 41th session.
This was followed by an interactive discussion between the members of the Commission and the present executives from the I.S. SA and the G.S.I.S. on the agenda items and in the end the Commission unanimously came to the following conclusions:

The legal continuation of the procedure by the Information Society SA for the above twenty (20) sub-projects.
Regarding the Framework Agreement “SYZEYXIS II – Wireless Island Services”, decided to:
- Approval of the relevant minutes of the Tender and Tender Evaluation Committee (TTE Committee)
- Approval of the conducted tender procedure for the sub-project “Provision of bulk SMS messaging capability by the Public Administration Bodies” of the “SYZEXIS II – Wireless Island Services” project.
- Approval of the award of the tender result of the Subproject “Provision of bulk SMS messaging by the Public Administration Bodies” to the successful bidder “COSMOTE CELLULAR TELECOMMUNICATIONS S.A.”, according to the budget mentioned in the above mentioned minutes of the EDAP.
- Approval of the draft executive contract for the sub-project “Provision of bulk SMS messaging by the Public Administration Bodies” of the Project “SYZEYXIS II – Wireless Island Services”.
The legal continuation of the procedure by the Information Society SA for the above project.
The project “SYZEYXIS II” concerns the creation of the Public Sector Network (pursuant to Law 3979/2011), with the main objective of providing a set of upgraded telecommunication services to all General Government entities for three consecutive years. Thus providing coverage to approximately 34,000 of its points of presence (buildings), as well as wireless telecommunications services. It is a continuation and extension (quantitative and qualitative) of the existing National Public Administration Network “SYZEYXIS”, which currently covers only 4,500 points of presence of institutions. Upon its completion, all public institutions will have upgraded telecommunications services, with a drastic increase in internet access speeds, thus offering even more and better services to the citizen. At the same time, for the first time the Greek State will know with absolute accuracy how much money it spends on the communication needs of its institutions (fixed and mobile telephony as well as data / internet and video / videoconferencing services).
